5. Noticing for the future design applications should include the entire Happy Valley Spe-
cific Plan area.

6. Landscape and building up-lighting and similar lighting, excluding low-level lighting for
pathways, should be prohibited.

7. Westbridge Lane should be designated as a temporary access road to the golf course lots.

8. The public trail circling the golf course may include bikes pending City approval.

9. With the notification of the Zoning Administrator's action sent to the Planning Commis-
sion, staff will provide computer generated photo montages of the streetscape and of the
approved houses on the street that the proposed house is located on.

These additions are incorporated in the draft ordinance.

DISCUSSION

The three aspects of the proposal - Design Guidelines, Review Procedures, and Planning Com-
mission Notification - would work together to secure a high level of design quality for the homes
of the Mariposa Ranch Development in an expedient and efficient manner. The proposal incor-
porates the original design guidelines approved by the City Council (attached) and builds upon
them to provide a clear, concise, and detailed description of the sites and of the four architectural
types - design style, materials, colors, details, etc. - that would be constructed upon them.

Complete notification of the future design applications would be provided to the Mariposa Ranch
residents, residents of the Happy Valley Specific Plan area, and to the Planning Commission.
Notification of the Zoning Administrator's action will be forwarded to the Planning Commission
including the approval letter, conditions, photo montages, and reduced copies of the plan set.

A detailed discussion of the proposal is contained in the attached Planning Commission staff re-
port. Also attached for the Council's information are the reduced colored drawings for PDR-426,
the design review application for the first custom home in Mariposa Ranch to be located on Lot
13. It is scheduled to be heard by the Planning Commission at its April 7th public hearing follow-
ing the design review procedures originally outlined in the PUD development Plan. Staff in-
cludes it here because it was designed by Mr. David Bogstad of Loving & Campos Architects
following the proposed design guidelines.

PLANNING COMMISSION PUBLIC HEARING

The Planning Commission heard PUD-98-16-3M on March 9, 2005. Copies of the Planning
Commission staff report and minutes of the public hearing are attached. Mr. David Bogstad, rep-
resenting the applicants, was present to speak in favor of the application and to answer questions.

SR 05:092
