5. Noticing for the future design applications should include the entire Happy Valley Spe- <br /> cific Plan area. <br /> <br />6. Landscape and building up-lighting and similar lighting, excluding low-level lighting for <br /> pathways, should be prohibited. <br /> <br />7. Westbridge Lane should be designated as a temporary access road to the golf course lots. <br /> <br />8. The public trail circling the golf course may include bikes pending City approval. <br /> <br />9. With the notification of the Zoning Administrator's action sent to the Planning Commis- <br /> sion, staff will provide computer generated photo montages of the streetscape and of the <br /> approved houses on the street that the proposed house is located on. <br /> <br />These additions are incorporated in the draft ordinance. <br /> <br />DISCUSSION <br /> <br />The three aspects of the proposal - Design Guidelines, Review Procedures, and Planning Com- <br />mission Notification - would work together to secure a high level of design quality for the homes <br />of the Mariposa Ranch Development in an expedient and efficient manner. The proposal incor- <br />porates the original design guidelines approved by the City Council (attached) and builds upon <br />them to provide a clear, concise, and detailed description of the sites and of the four architectural <br />types - design style, materials, colors, details, etc. - that would be constructed upon them. <br /> <br />Complete notification of the future design applications would be provided to the Mariposa Ranch <br />residents, residents of the Happy Valley Specific Plan area, and to the Planning Commission. <br />Notification of the Zoning Administrator's action will be forwarded to the Planning Commission <br />including the approval letter, conditions, photo montages, and reduced copies of the plan set. <br /> <br /> A detailed discussion of the proposal is contained in the attached Planning Commission staff re- <br /> port. Also attached for the Council's information are the reduced colored drawings for PDR-426, <br /> the design review application for the first custom home in Mariposa Ranch to be located on Lot <br /> 13. It is scheduled to be heard by the Planning Commission at its April 7th public hearing follow- <br /> ing the design review procedures originally outlined in the PUD development Plan. Staff in- <br /> cludes it here because it was designed by Mr. David Bogstad of Loving & Campos Architects <br /> following the proposed design guidelines. <br /> <br /> PLANNING COMMISSION PUBLIC HEARING <br /> <br /> The Planning Commission heard PUD-98-16-3M on March 9, 2005. Copies of the Planning <br /> Commission staff report and minutes of the public hearing are attached.
