DRAFT <br /> <br />PUD-98-16-3M, David Bogstad and Black Mountain Development, Mariposa Ranch <br />(Callippe Golf Course) <br />Applicafion for a PUD major modification to modify design guidelines and review <br />processes for the future homes of the Mariposa Ranch development by the Callippe Golf <br />Course. Zoning for the property is PUD-GC and LDR (Planned Unit Development - Golf <br />Course and Low Density Residential) District. <br /> <br />Mr. Pavan presented the staffreport, recommending support to the applicant's request to modify <br />the design guidelines and approval process for the future homes on the 34 lots in the Mariposa <br />Ranch development contiguous to the Callipe Golf Course. He defined the changes to the <br />guidelines in that the proposed modification further develops the existing design guidelines <br />enlarging the design standards into two (2) complete, detailed volumes for the lots. Four <br />architecture styles are provided that the home designs would follow. The modification would <br />also delegate the design review approval of the custom home designs to the Planning <br />Director/Zoning Administrator following the procedures set forth in the Municipal Code and <br />with added procedures to pre-notify the Planning Commission and public. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Mr. David Bogstad, representing the applicants, was present to speak in favor of the application <br />and to answer questions. He stated that the nature of custom home designs for high-end houses <br />would ensure that no two homes would have the same appearance. He added that the scope of <br />the proposed guidelines and the review procedures outlined in the guidelines would ensure that <br />high levels of design quality are achieved with these homes while providing for increased <br />processing efficiencies. <br /> <br />Vanessa Kawaihau, 871 Sycamore Road, spoke in support of the proposed guidelines and felt <br />that the single-story-only restriction for Lot 5 facing Westbridge Lane should be deleted since <br />the homes proposed by Greenbriar Homes on the Spotorno property facing Westbridge Lane are <br />proposed to be two stories. She added that Westbridge Lane should be described as a temporary <br />access road only and that the trail circling the golf course may include bikes pending City <br />approval. <br /> <br />Kevin Close, 871 Sycamore Road, spoke in favor of the proposed guidelines, adding that <br />landscape lighting, especially up-lighting, should be prohibited. <br /> <br />Jon Freitas, Happy Valley resident, spoke in opposition of the proposal and felt that the design <br />review process outlined for these homes with the previous PUD approval should be maintained <br />so that the Happy Valley residents would have ample time to review the applications and make <br />their concerns known to staff. <br /> <br />THE PUBLIC HEARING WAS CLOSED. <br /> <br />Commissioner Roberts noted that the design guidelines were well done and that the examples of <br />styles afforded better direction for the property owners and their architects/builders. <br /> <br />The Commission's discussion focused on the public receiving adequate notice of a proposed <br />home design, thereby giving the public adequate time to register their comments and concerns <br /> <br />DRAFT EXCERPTS: PLANNING COMMISSION MEETING MINUTES, March 9, 2005 Page 1 of 3 <br /> <br /> <br />
