Therefore, no new environmental document accompanies this staff report. <br /> <br />VIII. CONCLUSION <br /> <br />The three aspects of the proposal discussed in the staff report - Proposed Design Guidelines, <br />Review Procedures, and Planning Commission Notification - would work together to secure a <br />high level of design quality for the homes of the Mariposa Ranch Development in an expedient <br />and efficient manner. A clear, concise, and detailed description of the sites and of the four <br />architectural types would be provided. Complete notification to the Planning Commission of <br />the proposal and of the Zoning Administrator's actions on these home designs would be <br />provided. Staff notes that at its last meeting, the Planning Commission discussed the feasibility <br />of adding a "consent calendar" section to its agenda as a means of streamlining the <br />review/approval process for certain types of project. Staff believes that the above-described <br />process for these homes would come close to creating such a process within the present pro- <br />cedures set forth by Section 18.20, Design Review, of the Pleasanton Municipal Code. <br /> <br />IX. STAFF RECOMMENDATION <br /> <br />Staff recommends the Planning Commission forward Case PUD-98-16-3M to the City Council <br />with a recommendation of approval by taking the following actions: <br /> <br />1. Make the finding that the proposed modification is covered by the previously approved <br /> Final Environmental Impact Report for the Happy Valley Specific Plan; <br /> <br />2. Make the finding that the proposed modification is covered by the previously approved <br /> PUD development plan findings for PUD-98-16; and, <br /> <br />3.
