Honorable Mayor and Members of the City Council: <br /> <br />BACKGROUND <br /> <br />The City Council approved funding for the design of this traffic signal on October 21, 2003, <br />for a total cost of $16,595. The design of the signal was reviewed by Foothill High School <br />administration, the Police Department, and City engineering staff. The design provides <br />signalized access and egress to the student parking lot, and egress for the drop-off/pick-up <br />loop. This was accomplished by constructing a double signal at the two driveways that is <br />controlled by a single signal controller. <br /> <br />The traffic signal was built at the request of the Pleasanton Unified School District to provide <br />more orderly movement of traffic at the High School driveways, thus improving driver <br />comfort levels and safety. The traffic signal project included minor widening of the loop <br />parking lot driveway. The project did not include any widening of Foothill Road, so traffic <br />congestion still occurs during those tunes when students are coming and going from school. <br /> <br />In an effort to have the new signals in operation prior to the beginning of the school year, City <br />Council authorized the expenditure of up to $75,000 for the purchase of traffic signal <br />equipment in advance of construction of the project. <br /> <br />Sealed bids for the construction of this project were opened on April 13, 2004, and ranged in <br />price from $273,056.00 to $297,358.70. The engineer's estimate was $336,284 for this work. <br />There were several alternative bid items included in the bid. Alternate bid Item #1, the <br />reconstruction of the median between Oak Creek Drive and the School, was completed by a <br />local developer under a separate contract and was removed from the Traffic Signal Project. <br />Additionally, the installation of fiber optic communication cables linking the High School <br />signal to City Hall (alternate bid Item #3), was not constructed. These deletions reduced the <br />low bid amount to $177,876.75. The low bid was received from Mike Brown Electric Co. <br />and all bid documents were found to be in order. <br /> <br />Staff is recommending the acceptance of the project and authorization of final payment and the <br />payment of the retention in the amount of $18,759.28 to Mike Brown Electric Co. thirty days <br />after filing the Notice of Completion. <br /> <br />It should be noted that the total project cost includes $26,700 for a wireless WlFI <br />communications system linking the City's Traffic Operations Center to the traffic signal and <br />video detection cameras at the school driveways in place of the originally proposed $40,000 <br />fiber optic cable installation. <br /> <br />SR:05:087 <br />Page 2 of 3 <br /> <br /> <br />
