<br />c. UP-95-66. Pleasanton Truck and EQuioment Reoair. Inc. <br />Application for a conditional use permit to operate a truck storage yard on an <br />approximately 1.5 acre portion of an approximately 47 acre site located at 3202 Busch <br />Road. Zoning for the property is I-G (General Industrial) District. <br /> <br />Mr. Iserson presented the staff report on the application for a conditional use permit and <br />design review to operate a truck and container storage yard at 3202 Busch Road. This is a <br />portion of a 47-acre site owned and operated by Kiewit Construction Group, Inc. The <br />Pleasanton Truck and Equipment company is located adjacent to this parcel and would like to <br />expand to a portion of the Kiewit property for the storage of garbage trucks and containers. <br /> <br />The applicant proposes to store about 30 trucks on the site, half of which are garbage trucks <br />which would driven on and off the site every day. Repair work will be done at the Waste <br />Transfer site. No repair work will take place on the Kiewit site. There is no need for <br />buildings on this portion of the site. <br /> <br />The applicant has a three year lease on this site with no long-term plans for occupying the <br />site; therefore, staff is not requiring the installation of permanent on-site improvements such <br />as paving, striping, drainage facilities, landscaping and street improvements of Busch Road. <br />Staff has conditioned the applicant to return to staff at the end of two years to detail his plans <br />for continued use of this site. At that time, it will be determined whether the applicant will <br />be required to make permanent improvements. <br /> <br />Staff is requiring the applicant to provide an oil and gravel surface, provide landscaping in <br />front of the chain link fence along Busch Road, and add vinyl or wood slats to the existing <br />chain-link fence for screening purposes. <br /> <br />Staff believes that the project and use are appropriate for the area, that there will be no <br />impacts on adjacent properties, and recommends approval subject to the conditions of <br />approval. <br /> <br />Commissioner Wright commented that the oil and gravel surface should be rather minimal <br />considering the Kiewit property is pretty well compacted. A discussion ensued regarding <br />UP-91-10 and its associated parking plan which has never been approved. Mr. Iserson did <br />not want to condition the application subject to the previous conditional use permit. <br />Moreover, the approval of this application will free up space at the Waste Transfer site, <br />thereby freeing up space for parking. <br /> <br />Commissioner Hovingh noted that the conditions of approval do not specify that leakage <br />from vehicles or containers is strictly prohibited. Mr. Iserson noted that Condition 3 <br />indirectly addresses this, however, the Commission could add further restrictions if desired. <br />Commissioner Hovingh would like to add a restriction on leaking vehicles to the conditions <br />of approval. <br /> <br />Planning Commission Minutes <br /> <br />Page 5 <br /> <br />December 13, 1995 <br />
