<br />Mr. Pavan presented the staff report for a conditional use permit to allow the operation of a <br />karate studio in the Mission Plaza Shopping Center. This business operated in the Amador <br />Shopping Center, but recently moved to the Mission Plaza location due to the Safeway <br />remodeling project. Due to a miscommunication, this business has been operating since <br />November 1st at the Mission Plaza Shopping Center without a conditional use permit. <br /> <br />Staff's concerns regarding this business involve compatible land use, parking, and noise. <br />The karate studios have proven over time to be compatible land uses. The most intense use <br />of the parking lot will tend to occur at a time when most commercial businesses are closed. <br />During the day, the classes will be limited to individual classes. There will be no loud <br />music; commands are limited to low-level voice commands. This business proved to be a <br />good tenant at its previous location. Since its occupation in November, staff have received <br />no complaints. <br /> <br />The conditional use permit is conditioned to prohibit exhibitions at this location due to the <br />lack of parking and the small size of the studio. Staff recommends approval of this <br />application subject to the conditions of approval. <br /> <br />Commissioner McGuirk inquired as to the miscommunication. Mr. Pavan clarified that a <br />staff member advised Mr. Chan that because there was a dance studio approved previously at <br />this location, his business shouldn't be a problem. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Mr. George Chan represented this application. This is the twelfth location within the Bay <br />Area and they have been in business since 1981. Mr. Chan stated they moved so they would <br />not inconvenience their clients with the Amador Shopping Center remodeling project.
