<br />c. GPA-95-02/PUD-95-06. Red Bear. Inc. (Stanlev Seniors) <br />(1) Application for a General Plan Amendment to redesignate five parcels of <br />approximately 2.88 acres from Medium Density Residential to High <br />Density Residential. <br />(2) Planned Unit Development rezoning from R-1-20,000 to PUD (Planned <br />Unit Development) - HDR (High Density Residential) District and <br />development plan approval for a 97-unit, two-story apartment complex for <br />reduced-income senior citizens located at 4023-4073 Stanley Boulevard. <br />Zoning for the property is R-1-20,000 District. <br />The Planning Commission will also consider the Negative Declaration prepared <br />for the project. <br /> <br />Mr. Iserson presented the staff report for the second hearing of the Red Bear senior housing <br />project. Mr. Iserson noted some neighbors were not notified of the October 25th public <br />hearing; therefore, the application is being heard to allow for their public testimony. The <br />neighbors not receiving the proper notification are the residents of Del Valle Court, Mr. <br />Glanville, owner of the vacant property on Del Valle Court, and the Finns at 202 Del Valle <br />Court. <br /> <br />Staff held a second neighborhood meeting and became aware of the serious concerns of these <br />neighbors. Staff determined the application should be brought before the Planning <br />Commission for a second review. The applicants have revised the site plan in accordance to <br />the neighbors' concerns. <br /> <br />Staff reviewed the existing residential development in the area as well as the viable and non- <br />viable land use designations for the site. Staff determined that the site could accommodate <br />land use designations of Low Density Residential, Medium Density Residential and High <br />Density Residential. <br /> <br />This project has a density of 33 units per acre which is higher density than other projects in <br />the area. However, staff distinguishes "senior" housing from a traditional high density <br />housing project as having less of an impact on schools, parks, traffic, activity, noise, etc. <br />Mr. Iserson cited the number of vehicle trips for various densities. Staff feels the streets will <br />be able to accommodate the traffic generated by the senior project. <br /> <br />Staff feels this project is consistent with the area because of the other high density <br />developments in the area. If this density level was a traditional project, it would have <br />greater impacts on the area. However, this is a senior project and staff feels the above- <br />mentioned impacts would not be present. The General Plan Steering Committee has <br />recommended that sites be made available for infill development, and that multiple family <br />residential development and affordable housing be promoted.
