Jolie Eurooean Bodv and Skin Care (Jeanne Monsen)
Application for a conditional use permit to operate a beauty salon with massage therapy
service in the existing building located at 3730 Hopyard Road, Suite 100, Room A.
Zoning for the property is Office District.

Mr. Iserson presented the staff report on the application for a conditional use permit to
operate a beauty salon with massage therapy service at 3730 Hopyard Road. This business
was granted a conditional use permit for its previous location in Hopyard Village Shopping
Center. The applicant did not know she needed to apply for another conditional use permit
when she moved her business to the present location in 1993. The business is essentially
operating the same as before, as well as employing the same employees. This business has
been operating successfully, with no complaints being received by staff.

Staff has conditioned the applicant to obtain all necessary approvals from the Pleasanton
Police Department for massage services at the subject site.

The parking situation has been reviewed by staff and was found to be sufficient. Staff
recommends approval of the conditional use permit subject to the attached conditions of
approval.

Commissioner McGuirk asked staff if the conditional use permit becomes effective with the
Planning Commission approval or does she have to wait for the police department approval.
Mr. Iserson stated that since she is already in business, they would allow her to continue her
business and allow her 60 days to get police approval. If she does not get police approval,
she will be forced to close.

PlalUling Commission Minutes

Page 2

November 29, 1995
