<br />In response to Commissioner Wright, Ms. Busby stated they cannot clean while the children <br />are in the building. However, the crew cannot clean the building within one hour before the <br />gate is closed because they need vehicle access to transport garbage and cleaning equipment. <br /> <br />Commissioner Barker asked if Ms. Busby had attended the neighborhood meetings. Ms. <br />Busby was asked not to attend by the property manager. Ms. Busby stated that they have <br />not been notified about the issues before this meeting and they have had no opportunity to <br />voice their needs. <br /> <br />Dennis Gade, 2778 Longspur Way, was involved in the original expansion of the center and <br />feels the owners misrepresented the uses of La Petite Academy. The regulations for the gate <br />closure was in force at that time and was originally set for 6:30 a.m. Opening the gate <br />earlier for La Petite may be a precedence- setting issue for future businesses. He would like <br />this issue addressed and perhaps a compromise could be reached. Mr. Gade is very pleased <br />with the progress made over the last four months, which is what the neighbors tried to <br />achieve over the last eight years. The progress is due to the present property owners and <br />managers. There is nothing preventing future owners/managers to revert back to old <br />practices. He wants conditions added to enforce compliance by future owners. <br /> <br />Rev. Ronald Hunt, 2790 Longspur Way, feels the area was poorly designed. The three foot <br />masonry fence does not mitigate any of the echoing noise from the parking lot and daycare <br />center. Rev. Hunt would like to be able to meet with and discuss mutual issues with the <br />daycare personnel. At this time, he would like to put into effect specific conditions which <br />will maintain this progress by future property owners/managers. He asked that the gate be <br />enforced between 7:30 p.m. and 6:30 a.m. He is also supportive of the office use only <br />restriction placed on Building 5. The neighborhood thought this was what was originally <br />intended. <br /> <br />Mr. Gade returned to make another point, noting permitted uses that would generate noise: <br />catering establishments, hobby shops, laundry facilities, music stores, recording and sound <br />equipment stores, bike shops, gun shops, etc. <br /> <br />Robert Barbarian, the owner of Popi Lounge, stated he was unaware of the neighborhood <br />concerns. Years ago, Ken Mercer asked him to close the back doors at sundown. He never <br />thought the dumping of trash at night was noisy until he witnessed it. Now he dumps the <br />trash himself in the morning. He has responded when the police have phoned to ask him to <br />turn the music down. He has not been invited to the neighborhood meetings. He stated he <br />would do anything he can to mitigate problems. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Barker feels that the issues have not been resolved satisfactorily and it should <br />not go to the City Council at this time.
