<br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Barker, Hovingh, McGuirk, Wright and Chairman Lutz <br />None <br />None <br />None <br /> <br />Resolution No. PC-95-82 was entered recommending approval to the City Council of <br />GPA-95-02, as motioned. <br /> <br />Commissioner Hovingh stated he concurs with the earlier statements that people get used to <br />the train noise and whistle, therefore, he will approve the senior citizen housing project. <br /> <br />Commissioner Wright also concurs that the train noise is something that people get <br />accustomed to. He recommends the noise levels be the same as those required of California <br />Reflections. With berrning, etc., the soundwall would not have to be such a massive <br />concrete structure. <br /> <br />Commissioner Wright is not in total support of the covered carports. He would like to add <br />to Condition 67 requesting an additional driveway if it can be worked out with staff. The <br />recommended color pallet is acceptable to him, as well. Further, if the applicants receive fee <br />waivers from the City, perhaps the project could incorporate more open space, more parking, <br />etc. <br /> <br />In response to Commissioner Hovingh, Mr. Beougher advised that a growth management <br />recommendation from the Commission should be part of their motion. <br /> <br />Chairman Lutz commented that he supports the project as designed, the high density level <br />only for a senior citizen project, and supports the approval to the extent the City can waive <br />fees and/or contribute to the project, as well as making it a high priority in the growth <br />management allocations. <br /> <br />Commissioner Hovingh motioned, seconded by Commissioner Wright, finding the <br />project would not have a significant effect on the environment and recommending <br />approval of the Initial Study and Negative Declaration. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABST AlN: <br /> <br />Commissioners Barker, Hovingh, McGuirk, Wright and Chairman Lutz <br />None <br />None <br />None <br /> <br />Page 12 <br /> <br />October 25, 1995 <br /> <br />Planning Commission Minutes <br />
