<br />In response to Commissioner McGuirk, the recreation room is one apartment unit without the <br />room partitions; it has a kitchen, a bathroom and seating capacity for 36. The patio is larger <br />with a seating capacity of 36 people. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Dove noted for the record that he spoke with Messrs. Madden, Plisskin and <br />Goldsworthy. He also concurred that all senior housing facilities have lengthy waiting lists, <br />one reason why people don't even bother to put their name on the list. In his personal <br />knowledge of visiting senior citizen facilities in association with the Assisted Living Care <br />project, he advised that most places do not offer covered parking, and most offer a parking <br />ratio of less than one space to one unit. He also believes the noise of the train will be less of <br />a problem to the seniors because of common poor hearing problems. <br /> <br />Commissioner Hovingh noted he is concerned about approving the General Plan and then <br />having the proposed project fail, however, he will approve both the General Plan amendment <br />and the PUD development and design review. <br /> <br />Commissioner Wright believes there are enough safeguards to assure the General Plan is <br />changed back if the proposed project does not materialize. He also supports the General <br />Plan amendment. <br /> <br />Commissioner McGuirk stated he likes the project because the seniors will be able to afford <br />a nice community. He does not support staff's suggestion of a perimeter pathway. The <br />community room is a nice amenity and he would also recommend the applicant apply for <br />City waivers. Commissioner McGuirk would also want the General Plan land use <br />designation changed back if the senior housing project is not constructed. <br /> <br />Commissioner Barker asked if a standard exists for amenities in a complex of this size. Mr. <br />Iserson stated there is no standard or requirement for amenities for a high density project. <br />She supports the covered carport and feels a wall similar to the adjacent properties is <br />sufficient. <br /> <br />Chairman Lutz is also comfortable changing the General Plan to High Density Residential. <br /> <br />Commissioner Wright motioned, seconded by Commissioner Hovingh, finding the <br />proposed land use change would not have a significant effect on the environment, <br />recommending approval of the Initial Study and Negative Declaration, and <br />recommending to the City Council approval of Case GPA-95-02 to amend the General <br />Plan Land Use designation for this site from "Medinm Density Residential" to "High <br />Density Residential." <br /> <br />Planning Commission Minutes <br /> <br />Page 11 <br /> <br />October 25, 1995 <br />
