<br />In response to Commissioner Wright, Mr. Spiliotopoulos noted that there is an easement on <br />the driveway. <br /> <br />Mr. Iserson addressed some of the comments of the speaker. The more accurate number is <br />34 parking spots for the lot. Because no building plans have been submitted for the <br />restaurant, staff could not determine the number of additional parking spaces needed. <br />However, the Municipal Code does not require all downtown parking be on-site. Mr. <br />Iserson also feels the driveway is of sufficient size to handle the one-way traffic as well as <br />provide emergency vehicle access. Regarding the easement, Mr. Beougher stated it cannot <br />be blocked. <br /> <br />Mr. Iserson noted that a condition was intended to be added requiring that adequate lighting <br />be maintained in the parking lot. Commissioner Wright agreed with the speaker that the lot <br />looks like it is in need of repair. General discussion ensued regarding paving the parking <br />lot. <br /> <br />Mr. Iserson stated that he knows of no other businesses being conducted at the rear of the <br />building. Mr. Spiliotopoulos advised that the business is a janitorial-type business. <br /> <br />Commissioner Barker noted that the Coffee Roast business application was having to meet <br />certain parking requirements and this application has none. Mr. Iserson stated that the Code <br />specifically states that new development has to provide parking whereas a change in <br />businesses in an established building does not have to increase parking. <br /> <br />Mr. Billings empathized for Mr. Spiliotopoulos's mother, but in good faith, he feels his <br />business will not generate noise problems for the neighbors. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Dove inquired about the cost of retrofitting the air filter in the future, perhaps <br />it may be more cost-effective to install it now. Commissioner Wright feels that the <br />prevailing winds are such that the filter probably won't be necessary. The applicant would <br />rather take the risk of not having to install the filter. <br /> <br />General discussion ensued concerning the repair of the parking lot. Concern was expressed <br />for the expense to the applicant for paving the lot. Speed bumps were thought to be <br />necessary to provide adequate speed control. Commissioner Barker would like to have the <br />broken concrete repaired. Installation of appropriate parking lot lighting and gating were <br />also discussed. <br /> <br />Mr. Beougher advised that there is no requirement for the applicant to keep the parking lot <br />open, and if the requirements are too extensive/costly, the applicant can close the lot and the <br />City has no recourse to keep it open. <br /> <br />Planning Commission Minutes <br /> <br />Page 6 <br /> <br />October 11, 1995 <br /> <br />. <br />
