Commissioner McGuirk inquired if staff had visited other brew pubs to monitor any
noticeable odors. Staff advised their research was conducted by telephoning other brew pubs
and communities.

In response to Commissioner Barker, Mr. Iserson stated that he thought the filter system
would be approximately $800-$1200.

Commissioner Hovingh inquired about the ability to have children in the brew pub. Mr.
Beougher advised children can enter the brew pub because food service is provided as well.

PUBLIC HEARING WAS OPENED

Matt Billings represented his application for a conditional use permit. He felt the $800 for a
filter is a bit low, and he advised that the City Council decided to forego requiring a filter
until such time as when odor complaints are received.

Commissioner Wright asked the applicant for explanation of the brew process and when the
venting occurs. The applicant noted that the venting would be coming from the portion of
the building along the driveway/arroyo.

Responding to Commissioner Wright, Mr. Billings stated the occasional musicians would
perform on the small platform where the big screen TV is located.

Commissioner Hovingh inquired if Mr. Billings would object to a condition prohibiting pool
tables and video games. Mr. Billings advised he would not object mainly because he has no
room for such services.

Commissioner McGuirk inquired if Mr. Billings would have some type of music system.
Mr. Billings stated he would have low-level background music only.

Harry Spiliotopoulos, 4660 Ross Gate Way, spoke on behalf of his mother who resides at
357 Ray Street. He feels the staff report is confusing, misleading and inaccurate. He also
feels staff should know what the parking requirements will be for the restaurant which is
under construction. Also, there is a discrepancy between the number of parking spaces
stated in the report and on the plans. The speaker feels the parking lot needs to be entirely
repaved and lighting needs to be added. He is concerned about the traffic on Ray Street. He
would also like a 6 foot fence constructed along the property line separating the residential
area from the business area. Mr. Spiliotopoulos has no opposition to the business itself.

Mr. Spiliotopoulos commented that the drawings indicate the driveway to be 20 feet wide,
and he measured it to be only 15'6". He does not believe it will be able to handle the traffic
from the brew pub. He also provided some photos for the Commissioners' review.

Planning Commission Minutes

Page 5

October 11, 1995
