<br />Mr. Iserson briefly reviewed the project description, including the average lot size to be <br />20,000 square feet, the requirement to construct a 1 million gallon water tank, and requiring <br />Class A fire retardant roofing material. <br /> <br />Staff believes the proposed vesting tentative map Tract 6590 is in general conformance with <br />the development plan, its conditions of approval, and the EIR mitigation measures approved <br />by the City in June 1990. In addition, the proposed map conforms to the previously <br />approved tentative map, Tract 6400, which included these lots and this area of the project <br />and conforms to the conditions of approval of Tract 6400. Therefore, staff recommends the <br />Commission approve Case Vesting Tentative Map Tract 6590. <br /> <br />Commissioner Hovingh clarified with Mr. Beougher that to deny the tentative map, the <br />Commission must find that it is not consistent with the PUD. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Dick Plagman, 8000 Clayton Road, Clayton, CA, represented Presley Co. of Northern <br />California. He indicated the company has read and agrees with the staff report and <br />conditions of approval. He asked the Commission's approval of the Tentative Map. <br /> <br />Commissioner Hovingh inquired when the speaker thought the actual construction would <br />start. Mr. Plagman stated there are many factors involved before construction could begin. <br />He did note that the Presley Company had not sold the property to another developer. <br /> <br />Don Lewis, 11301, Dublin Canyon Road, believes that before the construction is started, the <br />improvements must be completed to Dublin Canyon Road and Foothill Road. He also <br />inquired how much time is given to the builders to begin construction once the Tentative <br />Map is approved. Mr. Beougher advised a developer is given one year, and extensions are <br />granted if a good faith effort is being made to begin construction. Mr. Iserson stated that the <br />improvements to Dublin Canyon would have to be completed before occupancy. He further <br />noted that there are several issues yet to be finalized by the City Council regarding this <br />development. <br /> <br />Commissioner Barker requested the road improvements be done before construction begins, <br />believing that if the improvements are not required until occupancy, they may not get done. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Wright addressed his concern regarding the circulation pattern of Laurel <br />Creek Drive and Benzon Drive.
