Richard and Jeanette Irbv
Application to rezone an approximately 9.25+ acre parcel from the "A" (Agriculture)
zoning district to the C-S (Service Commercial) zoning district, or to any other zoning
designation deemed in the public interest, located at 3780 Stanley Boulevard. Zoning
for the property is "A" (Agriculture) District.
The Planning Commission will also consider the Negative Declaration prepared for the
project.

Ms. Kline presented the staff report for the rezoning application for a 9.26 acre parcel at
3780 Stanley Blvd from Agriculture to a Service Commercial District or to any other zoning
designation deemed in the public interest. The Service Commercial designation is consistent
with the General Plan. The applicant does not have plans for development at the present
time. Staff has received several comments from the residents of California Reflections
concerned about commercial uses of this property. They would prefer either residential or
agricultural zoning. Staff does not think it good planning to have residential sandwiched
between two commercial sites.

Staff recommends the Commission adopt the Negative Declaration and recommend approval
of Case RZ-95.4 to the City Council.

PUBLIC HEARING WAS OPENED

Richard Irby, Jr., 3461 Norton Way, #2, stated he is representing his parents and this
application for rezoning. Greg Covert, Garner Engineers, also represented this application.
He advised that he has read and agrees with the staff report.

Planning Commission Minutes

Page 20

September 27. 1995
