<br />Commissioner Dove inquired if Mr. Covert believed Del Valle Parkway would eventually go <br />through the rear of this property. Mr. Covert stated they had some thoughts on the <br />alignment of Del Valle and they would work within the Circulation element of the General <br />Plan to resolve the issue. <br /> <br />Hal Ryeland, lives in the California Reflections subdivision, and he is concerned about what <br />the change in zoning will have on the California Reflection property values and quality of <br />life. The quality of life has increased immensely recently with the restriction of gravel <br />trucks from Stanley Blvd. He is also concerned because they do not have any idea what type <br />of project will be put in across the street from them. Mr. Ryeland asked that before any <br />approvals be granted, the Commission should see what type of project is anticipated. <br /> <br />Presently they don't have a problem with traffic circulation, and the speaker is afraid that <br />this may not be the case with development across the street. Also the overflow of light from <br />the commercial development will impact the people directly across the street. Mr. Ryeland <br />would like the Commission to reject the rezoning and Negative Declaration at this time and <br />ask the Irby's to come back when they have a project. Mr. Ryeland stated the agricultural <br />zoning was a big incentive in the purchase of their property. <br /> <br />Mr. Iserson stated that a rezoning is considered a "project" and must address the <br />environmental issues associated with a rezoning. <br /> <br />Mr. Beougher noted that the General Plan update has found this area to be of a commercial <br />nature. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Hovingh motioned, seconded by Commissioner Dove, adopting the draft <br />Negative Declaration for Case RZ-95-4. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Barker, Dove, Hovingh, Wright and Chairman Lutz <br />None <br />Commissioner McGuirk <br />None <br /> <br />Resolution No. PC-95-73 was entered adopting the draft Negative Declaration for Case <br />RZ-95-4, as motioned. <br /> <br />Commissioner Hovingh motioned, seconded by Commissioner Wright, recommending <br />approval to the City Council of Case RZ-95-4. <br /> <br />Planning Commission Minutes <br /> <br />Page 21 <br /> <br />September 27, 1995 <br />
