--

Commissioner Dove asked staff if the four-way stop sign should be a recommendation to the
City Traffic Engineer. Mr. Iserson stated that it should be a side motion, and not a
condition to this PUD,

Mr. Iserson clarified that staff is only suggesting that the windows and doors on the side and
rear elevations be trimmed. Ms. Kline added that the developer would prefer to have a
stuccoed build-up trim around the windows.

Commissioner Hovingh does not agree to the elimination of two lots along Corte Ricardo,
and that all garages should be 20' x 20' in size. Commissioner Hovingh would like to see
more single story houses, believing that the single story houses are almost the same size as
the two-story houses. He agrees to the park land swap and the four-way stop sign on Black
Avenue. Commissioner Hovingh believes the FAR should be kept at 40% and those lots at
40% should be so restricted from adding additional structures. Regarding the trees in the
park, he regards the eucalyptus trees as having no value.

Commissioner Dove concurs with the recommendations of Commissioners Wright and
Hovingh and recommends approval of the PUD.

Chairman Lutz discussed the single-two story mix in the neighborhood. There was general
discussion for the need for variation in height versus a lot of massing. Mr. Bates offered to
add one more one-story house on Lot 34.

Commissioner Hovingh motioned, seconded by Commissioner Dove, adopting a
resolution recommending approval of the attached draft Negative Declaration.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Barker, Dove, Hovingh, Wright and Chairman Lutz
None
Commissioner McGuirk
None

Resolution No. PC-95-69 was entered approving the Negative Declaration, as motioned.

Commissioner Hovingh motioned, seconded by Commissioner Wright, finding the PUD
rezoning and development plan are consistent with the General Plan and purposes of the
PUD ordinance; finding that the land swap between the project site and Hansen Park is
in the public interest; and recommending approval of Case PUD-95-4 for PUD rezoning
and development plan approval, subject to the conditions listed in Exhibit B, with the
following modifications:

Planning Commission Minutes

Page 14

September 27. 1995
