Commissioner Hovingh expressed his concern for loss of parking space to people who are
participating in sports at Amador Park, thus forcing these people to park in the residential
areas of Black Avenue. Mr. Pavan noted that the expansion of the swimming center will
double the available parking at the park.

In response to Commissioner Dove, Mr. Pavan stated that asbestos clean-up will be
addressed in the final building plans.

Chairman Lutz noted no condition addresses the hours of construction. Mr. Pavan stated this
is not a PUD construction so it falls under the City's Municipal Code standard hours which
are Monday through Saturday, 8 a.m. to 8 p.m. and Sunday and Holidays, 10 a.m. to 6 p.m.

PUBLIC HEARING WAS OPENED

Commissioner Hovingh advised he talked with Mr. Scales, Essenar Investments, on the
phone.

Kathleen Harden, Director of Real Estate for Safeway's Northern Division, stated the
applicants concur with staff's recommendations as well as deleting the restriction on truck
deliveries but leaving in the restrictions on garbage and parking lot sweeping.

Commissioner Hovingh inquired if it would be possible to restrict the truck delivery route to
Santa Rita Road. Ms. Harden advised that the delivery route is down Santa Rita to the new
access point at the eastern edge of the property.

Commissioner Hovingh suggested the hours of construction be limited to 8 a.m. to 5 p.m.,
as well as ensuring the construction vehicles be fitted with muffling devices. The applicants
stated they would compromise to the hours of 8 a.m. to 6 p.m. Monday through Saturday.

PUBLIC HEARING WAS CLOSED

Commissioner Hovingh stated he had been concerned about the construction hours, truck
delivery routes, and the driveway on Valley at Wells Fargo Bank. He is also concerned with
Condition 5 allowing two freestanding signs. He would like to reword it as "A
comprehensive tenant signing program shall be submitted to the Planning Director for review
and approval prior to issuance of building permits. "

Commissioner Wright would like to leave Condition 5 as written by staff. Discussion ensued
between Commissioners Hovingh and Wright regarding the need of two monument signs and
possibly setting a precedent for other shopping centers. Commissioner Hovingh feels
Safeway would not need two monument signs; perhaps only one monument sign for the
Amador Shopping Center.

Planning Commission Minutes

Page 5

August 23, 1995
