<br />c. Z-95-126. Essenar Investments/Safewav <br />Application for design review approval to allow the demolition of approximately 62,000 <br />square feet of the existing Amador Center Shopping Center, including the existing <br />Safeway, the former Sprouse Reitz building, and tenant building areas, and the <br />construction of a new Safeway food store and retail area totaling 70,000 sqnare feet at <br />the Amador Center located at 1755 Santa Rita Road. Zoning for the property is CoN <br />(Neighborhood Commercial) District. The Planning Commission will also consider the <br />Negative Declaration prepared for the project. <br /> <br />Mr. Pavan presented the staff report for the design review approval to allow the demolition <br />of most of the Amador Center Shopping Center and the remodeling of the existing <br />Walgreen's/Wells Fargo building. The entire parking lot will be reconstructed and <br />redesigned, eliminating several circulation problems. <br /> <br />Issues which remain to be solved include the outdoor recycling center and the store's <br />compactor. <br /> <br />Staff also advised that the applicants have been more than fair with helping tenants relocate, <br />reducing rents, as well as forgiving past-due rental. <br /> <br />Mr. Pavan advised that the shopping center will be upgraded to meet existing building codes, <br />site design, storm water runoff, etc. The Fire Department approves of this plan because of <br />the improved access. <br /> <br />Staff is recommending approval of this application with one change to Condition 21D which <br />limits deliveries between 6 a.m. and 10 p.m. Safeway specifically makes their deliveries <br />after 10 p.m. to follow Federal requirements to keep their large trucks off the freeways. <br />Furthermore, the City has received no complaints from the apartment complex with regard to <br />the location of the delivery zones. Now that the delivery area backs to a public park, staff <br />feels the restrictions are unnecessary. <br /> <br />Staff feels that Condition 21D could be eliminated entirely, however, the Commission feels <br />there should be restrictions regarding the garbage and parking lot sweeping. <br /> <br />Commissioner Wright clarified that the driveways on Valley Avenue will be widened and/or <br />improved to facilitate better vehicle ingress/egress. General discussion ensued regarding the <br />layout of the stacking lanes as well as eliminating the "dip" at the driveways. <br /> <br />Commissioner Barker noted that the new center design cuts off any accessibility for the users <br />of the public park. She inquired if a pedestrian opening in the back fence could be <br />incorporated. Staff feels it would be inappropriate to have the public circulating behind the <br />store.
