<br />Mark Stoklosa, 480 St. John Street, is the project architect. He agrees with the <br />recommendations of staff. Mr. Stoklosa advised that there are better alternatives for sound- <br />proofing wall than the method suggested by staff. Mr. Iserson stated any alternative would <br />be accepted if it adequately meet the 45-50 STC rating. <br /> <br />Todd Fujinaga, represented the owners of the Vintage Hills Shopping Center, who supports <br />this application. He took exception to the comment that the Center was abandoning the <br />concept of a neighborhood grocery shopping center. They are seeking to have a grocery <br />store in this Center. <br /> <br />In response to Commissioner McGuirk, the applicant noted that the conditions of approval <br />are acceptable. <br /> <br />Commissioner Barker felt the change in hours was restrictive and a 5 a.m. opening time <br />would be acceptable to her. Mr. Fujinaga also would like to have the earlier opening hours. <br /> <br />Brian Hammer, 3997 Garden Highway, Sacramento, would like the earlier hour flexibility, <br />however, the applicants would go along with staff's suggestions in order to assure approval. <br />If staff would change to 5 a.m. that would be agreeable. He also noted that he would not <br />have a problem with keeping the front door closed to mitigate the noise. <br /> <br />Paul Sethy, 3515A Bernal Avenue, is part of the management group managing the <br />development across the street, and they strongly favor the inclusion of a market in the <br />shopping center. The residents of the townhomes also strongly favored the new fitness <br />center. Mr. Sethy feels 5 a.m. would be a more appropriate opening time and would also <br />favor extending the hours to midnight. <br /> <br />PUBLIC BEARING WAS CLOSED <br /> <br />Commissioner Hovingh commented he was disappointed a grocery store has never made a <br />success in this location, but with the increase in traffic, one may become successful. <br /> <br />Commissioner Wright noted that the applicants can submit additional hours for approval by <br />the Planning Director, as stated in Condition 6. He also noted that Condition 14 should <br />delete the words "emergency exits" and amend the condition to read "all doors..." <br /> <br />Commissioner McGuirk feels the hours should remain as stated, and the applicants have the <br />option to revise them at a later date. <br /> <br />Commissioner Barker feels 5 a.m. is a better start time for those who have to commute to <br />work and would also give the applicants more opportunity for success.
