<br />Gary Schwagerle, 189 West Angela Street, feels there were implied promises given to the <br />Vineyard property owners. He noted alternatives by Wayne Rasmussen were well received <br />by the land use subcommittee. <br /> <br />Ken Chrisman, 1944 Vineyard, would like the EIR to evaluate an alternative that would de- <br />annex the Vineyard Corridor and Ruby Hill from the City. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />commissioner Hovingh commented that he would like the following considered in the EIR: <br /> <br />. the extension of Independence Drive included in the EIR <br />. a fee on future developers for school bus service <br />. a limit of 60 dba maximum limit for front yards. <br /> <br />Commissioner Barker commented that she would like the following considered in the EIR: <br /> <br />. The schools have a policy for a five minute arrival time. She would like to <br />see a study conducted regarding a staggered start time to mitigate the traffic <br />problems. <br />. Staff develop a listing of alternative uses for vacant parcels other than parks. <br />. Review paving the arroyo pathways for bike safety. <br />. Regarding affordable housing, some type of loan programs to make existing <br />housing more affordable. <br />. Regarding the quarry lands, possible annexation of that area. <br />. Consideration of light rail lines through the business park. <br />. Address moving traffic into the Ruby Hill area through Stanley and Isabel, <br />thereby freeing up traffic from Vineyard Avenue. <br />. Address leaving in and deleting Rose Avenue and Del Valle Parkway <br />extensions. <br /> <br />Mr. Swift advised that new maps will be drawn depicting the different alternatives. <br /> <br />Commissioner Wright revised one of his written comments on his Page 13 whereby No. 108 <br />would be left as was originally written. <br /> <br />In response to Commissioner Barker, Mr. Swift advised that the location of all schools will <br />be reviewed in the EIR. <br /> <br />Planning Commission Minutes <br /> <br />Page 5 <br /> <br />August 9, 1995 <br />
