Pam Chrisman, 1944 Vineyard Avenue, asked again that the City honor its promise to allow
them to subdivide. They would like to maximize their assets which is considered free
enterprise. The Vineyard Avenue property owners are not part of a "get rich quick" scheme.
The General Plan Steering Committee said they would entertain a minority report from the
homeowners, however, two couples would not agree to the minority report because they do
not want to subdivide. Ms. Chrisman also feels that the Vineyard Avenue property should
be able to be subdivided before the San Francisco Water Department property is developed.

Sharen Heinz, 1550 Vineyard Avenue, agreed to the comments of the previous speaker and
would like them submitted as part of the EIR.

Buz Moxon, 700 Vineyard Avenue, stated he felt a gag order was placed on them by not
letting them speak to any issue other than the EIR. The issues Mr. Moxon would like
addressed by the EIR are:

. The realignment of Vineyard and how safe is the present configuration of
Vineyard Avenue.
. The infrastructure and what level is needed to support the houses; what
improvements will they get, will they get sewers and water.
. How profitable would agricultural (raising cattle and sheep) uses be for the
land?
. How advisable is it to have Lonestar not mine the area next to the Spotorno
property, and what can the City do to allow it to remain as it is?

The owners would like to be closely related to the City's planning regarding the EIR and the
housing. Mr. Moxon feels the Steering Committee has decreased their property value by
their recommendations. Mr. Moxon also asked that this infill property be dealt with before
any property outside the City limits.

Commissioner Wright advised that there was no intent to issue a "gag order," the last
meeting was considered the public hearing on the matter, and this meeting was opened up as
a courtesy.

Mr. Moxon felt the Mayor had said that there would be numerous times for public input for
them which in reality Mr. Moxon feels has turned out to be only one public hearing. Mr.
Swift advised that there will be many meetings next spring to review the Draft EIR.

Michael Goodwin, 1630 Vineyard Avenue, shared the same concerns of the previous
speakers regarding the Vineyard Corridor. He spoke about working with staff to develop a
number of alternatives for the area, spending thousands of dollars on studies. Mr. Goodwin
feels the property owners have waited long enough for a decision to be made. He also feels
since they are considered an infill area, they should be developed before other properties
outside the City are developed.

Planning Commission Minutes

Page 4

August 9, 1995
