<br />Commissioner Wright feels staff described why the densities are as they are and does not <br />believe the lots need to match the square footage of existing developments. <br /> <br />Commissioner Barker inquired of staff if it is true that a better design could be generated if <br />Rose A venue was not extended. Mr. Plucker advised that the current plan will work either <br />way. Mr. Swift advised that the actual right-of-way for Rose Avenue is larger than the <br />paved street. <br /> <br />Commissioner Wright asked for clarification from Mr. Beougher on the easement. Mr. <br />Beougher advised that there is not an over-burdening of the easement with the addition of <br />two residents to use it. <br /> <br />Commissioner Wright motioned, seconded by Commissioner Dove, approving the <br />previously distributed draft Negative Declaration but with no finding of De Minimis <br />impact, fInding the proposed PUD rezoning and development plan are consistent with <br />the General Plan, and adopting the PUD findings for the proposed development as listed <br />in the staff report. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Dove, Hovingh, McGuirk and Wright <br />Commissioner Barker <br />Chairman Lutz <br />None <br /> <br />~ <br /> <br />Resolution No. PC-95-54 was entered approving the Negative Declaration, finding the <br />PUD rezoning and development plan consistent with the General Plan and adopting the <br />PUD fIndings for Case PUD-95-03, as motioned. <br /> <br />Commissioner Hovingh commented that he does not like the layout of the lots on the 1.01 <br />acre parcel and suggested they make the four lots into three larger lots. <br /> <br />Commissioner Wright motioned approving the PUD rezoning and development plan <br />PUD-95-03 to the City Council subject to the conditions listed in Exhibit B. The motion <br />died for lack of a second. <br /> <br />Commissioner McGuirk does not like the fact that Lots 12 and 13 are completely surrounded <br />by fencing. <br /> <br />Staff advised the Commission they could approve the development conditioning the Davidson <br />parcel be redesigned to only three lots.
