<br />PUBLIC HEARING WAS OPENED <br /> <br />Brenda GiIIardi represented this application, noting Caffino is a local company located at the <br />Stoneridge Mall. Ms. GiIIardi advised that traffic studies were conducted at their other four <br />stores, confirming their peak hours of operation are before 9 am, a time when most other <br />stores are closed. She noted that a typical transaction is 60 seconds or less, and they use <br />greeters to increase traffic flow and to mitigate backup and confusion. The speaker also <br />acknowledged receiving a letter from Shell Oil stating their support of the application at this <br />time. Ms. GiIIardi also noted agreement to all other conditions in the staff report. <br /> <br />Commissioner Hovingh advised he spoke on the telephone with Mr. Hirst. Commissioner <br />Hovingh stated motorists cut across Santa Rita Road to the third lane when exiting from this <br />site. He inquired if the applicant would be amenable to a condition requiring patrons exit <br />only onto Pimlico during peak traffic hours. The applicant stated that condition would be <br />acceptable. <br /> <br />Commissioner McGuirk inquired if there was a Caffino in Hayward. The applicant advised <br />it is in the unincorporated area of Castro Valley, the architecture would be similar for the <br />Pleasanton site, although Pleasanton has a different color scheme. <br /> <br />Commissioner Barker asked if the applicant would speak to the Center owner to remove the <br />wheel stops so people could pull straight through, thereby avoiding more confusion by having <br />to back out of the space and drive forward. Mr. Swift advised that there should be either <br />wheel stops or landscape strips as a condition of approval of the Center. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Mr. Swift advised that staff has received two calls in support of this application from tenants <br />of the Center. <br /> <br />Commissioner Wright noted that he had always approved of this application and noted that <br />the updated drawings have incorporated the changes previously requested by the <br />Commission. He feels there is a benefit to the increased landscaping, however, the Center <br />managers must provide the necessary upkeep. Commissioner Wright feels the condition of <br />no exiting during peak hours is an unfair condition to Caffmo, as well as requiring Caffino to <br />provide upkeep to the additional landscaping in the Center. Staff advised that if the <br />landscaping is not being properly maintained in the Center, there are various steps the City <br />could take. <br /> <br />Commissioner Barker is still of the opinion that this application has public health and safety <br />issues. She agreed to the "No Right Turn" onto Santa Rita Road between 7 am and 9 am <br />except for traffic heading eastbound on 1-580.
