UP-95-36. Carrino. Inc. (Robert Voe!) <br />Application to modify the site design of a previously approved conditional use permit to <br />reduce the length of the landscape islands and drive-through stacking lanes for a drive- <br />through coffee/espresso stand located in the driveway/parking lot of the Pleasant Village <br />shopping center at 6700 Santa Rita Road. Zoning for the property is the PUD (Planned <br />Unit Development) - C (Commercial) District. <br /> <br />Mr. Swift presented the staff report for the application to modify the site design of a <br />previously approved conditional use permit by reducing the length of the landscape islands <br />and drive-through stacking lanes for a drive-through coffee/espresso stand located in the <br />driveway/parking lot of the Pleasant Village shopping center. Shell Oil officials protested <br />the length of the previously-approved landscape islands because they felt the islands <br />encroached onto their property. Staff recommends approval of Case UP-95-36 subject to the <br />conditions of approval in Exhibit B. <br /> <br />The key elements of change are: the landscape planters are removed from the Shell site, <br />thereby reducing the amount of landscaping required; the architecture of the building has <br />been changed; and a new traffic study indicates that the peak hours of operation are early <br />morning when the other tenants of the Center are not open. <br /> <br />Commissioners Wright and McGuirk clarified with staff that the operating procedures stated <br />in the first application are still in effect (i.e., greeters, etc.) <br /> <br />Commissioner Barker inquired if there were wheel stops in the parking stalls, believing that <br />no wheel stops would help in traffic circulation. <br /> <br />Commissioner Dove feels this application will increase traffic and safety problems. He feels <br />striping the driveway at PirnIico should be completed as a condition of approval.
