UP-95-36. Carrino. Inc. (Robert Voe!)
Application to modify the site design of a previously approved conditional use permit to
reduce the length of the landscape islands and drive-through stacking lanes for a drive-
through coffee/espresso stand located in the driveway/parking lot of the Pleasant Village
shopping center at 6700 Santa Rita Road. Zoning for the property is the PUD (Planned
Unit Development) - C (Commercial) District.

Mr. Swift presented the staff report for the application to modify the site design of a
previously approved conditional use permit by reducing the length of the landscape islands
and drive-through stacking lanes for a drive-through coffee/espresso stand located in the
driveway/parking lot of the Pleasant Village shopping center. Shell Oil officials protested
the length of the previously-approved landscape islands because they felt the islands
encroached onto their property. Staff recommends approval of Case UP-95-36 subject to the
conditions of approval in Exhibit B.

The key elements of change are: the landscape planters are removed from the Shell site,
thereby reducing the amount of landscaping required; the architecture of the building has
been changed; and a new traffic study indicates that the peak hours of operation are early
morning when the other tenants of the Center are not open.

Commissioners Wright and McGuirk clarified with staff that the operating procedures stated
in the first application are still in effect (i.e., greeters, etc.)

Commissioner Barker inquired if there were wheel stops in the parking stalls, believing that
no wheel stops would help in traffic circulation.

Commissioner Dove feels this application will increase traffic and safety problems. He feels
striping the driveway at PirnIico should be completed as a condition of approval. He also
spoke about the unattractiveness of the site in general, and inquired if some type of
improvement could be mandated for this area.

Planning Commission Minutes

Page 3

July 12, 1995
