~

Commissioner Dove spoke about the ongoing study for an assisted living facility, noting
there is a tremendous interest in the City for such a facility. He also advised the age of the
residents is found to be much higher than anticipated, therefore, the amount of traffic/parking
would be minimal.

Commissioner Hovingh believes the approved senior center is better for the community than
the proposed storage facility. He also advised that adding to the neighborhood park would
make it a community park, which brings more social problems to the area.

Chairman Lutz feels this is a first class project and would be of little impact to the
neighborhood, but supports staffs findings on the PUD.

Commissioner Wright motioned, seconded by Commissioner McGuirk, finding that the
project does not meet the purposes of the PUD ordinance and adopting a resolution
denying Case PUD-95-2.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Hovingh, McGuirk, Wright and Chairman Lutz
Commissioner Barker
None
None

Resolution No. PC-95-40 was entered denying Case PUD-95-2, as motioned.

Chairman Lutz noted there is an appeal process available to the applicant.

c. Vestim! Tentative Man Tract 6728. New Cities Develonment (St. John's Place)
Application to subdivide an approximately 7.6-acre site into 43 single-family lots located
at the northwest corner of the St. John Street/Pleasanton Avenue intersection (4227
Pleasanton Avenue, 721 St. John Street, and 675 St. John Street). Zoning for the
property is PUD (Planned Unit Development) - Medium Density Residential and Public
Health & Safety District.

Mr. Swift presented the staff report for the application by New Cities Development for
vesting tentative tract map approval for the St. John's Place. This tentative map meets all of
the requirements of the PUD, although there are a number of items still to be resolved before
approval of the final map. Mr. Swift is pleased with their progress to date, and staff
recommends approval of the Vesting Tentative Map Tract 6728.

In response to Commissioner McGuirk, Mr. Swift sees no issues that cannot be resolved by
the Final Map approval.

Planning Commission Minutes

Page 11

June 28, 1995
