and there is no area to provide a turn lane into a driveway on Stoneridge. A driveway from
Foothill Road is limited because of the topography.

Mr. Knuppe suggested continuing this decision to a steering committee to facilitate meeting
with the neighbors to mitigate their concerns. If not, he would address each point of
opposition from the neighbors' comments. Mr. Knuppe stated that they have held three
meetings and offered to provide proof of the mailings to the neighborhood. The general
consensus of the audience was that they did not want to continue the decision, wanting the
Commissioners to make a decision at this time.

In response to Chairman Lutz, the consensus of the audience was that it is unfair to
determine if a senior center was more desirable because another segment of the neighborhood
may have opinions for or against that use as well. Chairman Lutz advised the neighborhood
representatives that if the present project is denied, the senior center project could be
constructed without any further action.

PUBLIC HEARING WAS CLOSED

Commissioner Wright motioned, seconded by Commissioner McGuirk, adopting a
resolution recommending approval of the draft Negative Declaration for Case PUD-95-2.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Barker, Hovingh, McGuirk, Wright and Chairman Lutz
None
None
None

Resolution No. PC-95-39 was entered approving the Negative Declaration for Case
PUD-95-2, as motioned.

Commissioner Wright believes the proposed design is not consistent with the surrounding
buildings because it is not offset from the street by parking lots. He also feels the project
fails at being a transitionally designed project. Commissioner Wright feels the project should
be located in a Commercial Industrial zoned area.

Commissioner Barker is concerned about cut-through traffic, although she feels it is the best
land use to keep the traffic impact low. She does feel this is a transitional project.

Commissioner McGuirk stated he was impressed with the proposed architecture and feels the
traffic impact would be minimal, although the type of traffic would not. He is concerned
with what would be stored in the facility with no control or accountability. He agrees with
staff's recommendation that this is not the best location for the project.

Planning Commission Minutes

Page 10

June 28, 1995
