<br />Frank and Sheryl Vranek, 1251 Hopyard Rd., owners of the Early Years Children's Center, <br />represented the application. <br /> <br />Mr. Vranek inquired about Condition lOA requiring all new fencing to be four feet in height. <br />He advised staff of their intent to move the six foot fencing out and continue it down the <br />Golden Road frontage to the comer of Golden and Hopyard, where it wraps around the <br />corner and then steps down to the four foot high fence. This clarification was agreeable with <br />staff. The applicant stated that landscaping is to be installed at the comer and the six foot <br />fence will add screening of the building from the street. <br /> <br />Other than Condition lOA, the applicants agree with all other conditions of approval. <br /> <br />Steve Townsend, 3848 Muirwood Drive, noted his support for the Early Years Children's <br />Center application. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Hovingh commented that he is pleased to see this project moving forward, and <br />strongly supports adequate daycare facilities in the City. <br /> <br />Commissioner McGuirk supports this application, but would like to amend Condition lOA to <br />document the previous discussion with staff. A six foot chain link slatted fence should run <br />from the point where the existing six foot fence ends along the Golden Road frontage down <br />to the northwest corner, wrapping around and stepping down to a four foot black vinyl clad <br />chain link fence. <br /> <br />A motion was made by Commi"'-Sioner Wright, seconded by Commissioner Hovingh, <br />making a rmding of de minimus impact on this site, rmding that the project would not <br />have a significant effect on the environment, and approving the attached draft Negative <br />Declaration. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Dove, Hovingh, McGuirk, Wright, and Chairman Lutz <br />None <br />Commissioner Barker <br />None <br /> <br />Resolution No. PC-95-35 was entered and adopted rmding de minimus impact on this <br />site, rmding the project would not have a significant effect on the environment, and <br />adopting the attached Negative Declaration, as motioned. <br /> <br />Plonning CornmiHion Minutes <br /> <br />Page 9 <br /> <br />June t4, t995 <br /> <br />. <br />
