<br />Mr. Pavan described Sear's design as being their "retro-look," which would incorporate the <br />architectural elements of Stoneridge Mall. This application also includes a parking deck. <br /> <br />Staff noted that Condition 3 states that the minimum distance from the parking deck to <br />Stoneridge Mall Road was 32 feet. This has been changed to 25 feet. This is acceptable to <br />staff because the landscape islands, etc. are retained. Condition 5 shall specify a minimum <br />of 10 gallon size containers on the trellis structures. Staff advised that Condition 11 lists the <br />City's minimum standards for sewer systems. Condition 13K should have all references to <br />wheel stops deleted. <br /> <br />Mr. Pavan further noted that the language of the staff report has used the terms developer, <br />applicant, property owner interchangeably, and staff will substitute the term "developer" <br />across the board. <br /> <br />In response to Commissioner Wright's inquiry about the parking issues, Mr. Pavan stated <br />that the PUD agreement is that there will be 4.5 spaces per 1,000 sq. ft. Among the four <br />existing department stores, there is an informal agreement to provide a minimum of 5 spaces <br />per 1,000 sq. ft. The proposed deck now provides 4.77 spaces per 1,000 sq. ft., which <br />satisfies the PUD requirements. However, to satisfy the informal agreement, the parking <br />deck would have to be expanded to within 25 feet of Stoneridge Mall Road. Either way, <br />staff is satisfied that there will be adequate parking. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Les Cooley, 17711 Mitchell North, Irvine, project architect for Sears in Pleasanton, <br />represented the application. <br /> <br />Commissioner McGuirk asked for clarification of the site plan elevation. Mr. Cooley <br />advised that the current flight of steps down to the lower level of the mall will be eliminated, <br />and the parking deck will be level with the second floor of Sears. <br /> <br />Len Teasley, 407 Deodova Drive, Los Altos, site civil engineer and parking structure <br />engineers. Regarding Condition 11, this would not be of concern if the engineers were <br />assured that they would not have to expand the parking deck to provide 5.0 parking spaces <br />per 1,000 sq. ft. If not, the only way to comply with the conditions and expanded deck <br />would be to put the sanitary sewer system out into Stoneridge Mall Rd. Mr. Teasley noted <br />the major problems with having to excavate for this sewer system. <br /> <br />The speaker noted they will work with the City engineering staff to arrive at an acceptable <br />design, hopefully not relocating the sewer. <br /> <br />Regarding the trellis structures with a minimum ten gallon size containers, Taubman <br />Company and Sears have not had an opportunity to review the layout and number of trellises, <br /> <br />Planning Cornmialion Minutes <br /> <br />Page 11 <br /> <br />June 14, 1995 <br />
