<br />Condition 59: Mr. Churka inquired about submitting plans on computer disk. He was not <br />aware of this technology. Mr. Iserson noted this is a standard condition and advised he <br />speak to the Building Department to verify what programs they could utilize. <br /> <br />Condition 60: Mr. Churka asked that the signal box be relocated across the street. <br /> <br />Commissioner McGuirk inquired whether there was a walkway available for people using the <br />walk-up window. He was told there will not be a walkway in this area. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />The Commissioners discussed the color choices as opposed to the direction they gave at the <br />last hearing -- light base/dark trim. The Commissioners want the applicant to continue <br />working with staff as to color choice from the approved color palette. <br /> <br />The Commission discussed the brick/wrought iron walls and whether the wall at the deck <br />area should be lowered as well. Staff is recommending that it be lowered. Commissioner <br />Barker noted the applicant opened this area up and prefers to accept the modifications as <br />designed by the architect. <br /> <br />Regarding the handicapped access, Chairman Wright has no concern with the proposed lift <br />and does not feel it will stigmatize handicapped persons. He does have concern that it blend <br />in with the building design and color. <br /> <br />Commissioner Barker inquired of staff if the applicant has to wait for the street widening <br />project to start before beginning his project. Mr. Higdon advised that the Engineering <br />Department would quickly get a plan prepared after the applicant pulled his building permit <br />so as to coordinate the two projects simultaneously. Mr. Higdon also advised that the City <br />will need an eight foot public service easement on Ray Street to pull the overhead utility <br />lines. This should be added to Condition 13. <br /> <br />Chairman Wright requested an addition to Condition 12 stating the curbing must be painted <br />red at the walk-up window. <br /> <br />In response to Commissioner McGuirk, staff advised that the Title 24 guidelines require <br />handicapped access at all entrances. Commissioner McGuirk inquired about any enforcement <br />measures if the motorized lift breaks and is not repaired in a timely manner.
