Chairman Wright did not have a problem with the proposed location of the building sign as
well as leaving the parking lot as is without requiring a variance.

Chairman Wright requested that Condition 7 be modified to add a pedestrian entrance in the
wrought iron fence located along the southern property line to facilitate pedestrian access
from Main Street to the back parking lot.

Commissioner Dove commented that he strongly advises against the two driveways on Ray
Street because the large delivery trucks are too large to access the parking lot and it would
provide safer accessibility for the handicapped and elderly walking through the parking areas.

A motion was made by Commissioner Barker, seconded by Commissioner Hovingh,
rmding that the project would not have a significant effect on the environment and
adopting a resolution approving the attached draft Negative Declaration.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Barker, Hovingh, Lutz, McGuirk, and Chairman Wright
None
None
None

~

A motion was made by Commissioner Barker, seconded by Commissioner Lutz, finding
that the project has a De Minimis impact on the site's wildlife.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Barker, Hovingh, Lutz, McGuirk, and Chairman Wright
None
None
None

Resolution No. PC-95-28 was entered approving the Negative Declaration for Case
Z-95-12, as motioned.

Commissioner Hovingh stated he did not support this application because of the numerous
violations of the Downtown Specific Plan and Design Guidelines. He believes approving this
application will take away the Commission's ability to enforce these guidelines in the future.
He felt that this project violated more policies, guidelines, and Code requirements than any
other project proposed in Pleasanton.

A motion was made by Commissioner Barker, seconded by Commissioner Lutz,
approving Case Z-95-12 subject to the conditions listed in Exhibit B, with the following
modifications:

Page 7

May 24, 1995

Planning Commission Minutes
