There was general discussion regarding the <br />need and potential routes for fire response. <br /> <br />Chairman Wright questioned the sewer TV cameras. Mr. Higdon stated one camera is being <br />purchased for $40,000. He noted the City has a camera truck, but needs the camera with an <br />oscillating head. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Bruce Fielder, Administrator, Pleasanton Gardens, 251 Kottinger, spoke to the unfunded <br />Kottinger Storm Drain By-Pass. Mr. Fielder advised that in years past the St. Mary's Creek <br />has overflowed and flooded homes in the area as well as Pleasanton Gardens. This past <br />January he again had to evacuate half of the residents of Pleasanton Gardens. The flooding <br />is due to the storm pipe under Second Street which is half the capacity of the system <br />upstream. Staff has recognized this problem and proposed a realignment under Kottinger <br />Drive and Ray Street. This project is listed as a High Priority Unfunded project, and Mr. <br />Fielder asked the Commission to give it their unqualified support to bring it into the funding <br />cycle. <br /> <br />General discussion ensued regarding the priorities of projects to be funded and where other <br />sources of funding could be found. Mr. Higdon did not feel there would be any developer <br />fees available unless another Kottinger project was developed. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Hovingh stated his concern that some older neighborhoods have been waiting <br />for years to have their parks improved and which are still unfunded. He inquired if the <br />money for the swimming pool could be used to complete the neighborhood parks. Mr. <br />Bocian advised the swimming pool funding cannot be used for parks, which is why the park <br />renovation fund was established. <br /> <br />Chairman Wright thought that Mr. Fielder's Kottinger Storm Drain project may be addressed <br />as a longstanding unfunded project and that perhaps because of its lower cost could be <br />bumped up in the funding process. <br /> <br />A motion was made by Commissioner Hovingh, seconded by Commissioner Lutz, <br />finding that the Capital Improvement Program is consistent with the General Plan and <br />recommending as the priorities for funding those projects identified in the Program to <br />the City Council. <br /> <br />Planning Commission Minutes <br /> <br />Page 12 <br /> <br />May 24, 1995 <br />
