.

Commissioner Barker inquired if any developer funds from the Ruby Hill project were
included in this fire station. Mr. Bocian stated the project would be funded by a combination
of developer fees and City monies. Ruby Hill is building the Ruby Hill medical facility and
part of their development fees are contributed to this station as well.

Responding to Commissioner Barker, Mr. Bocian does not believe this fire station will
preclude the need for constructing sound walls. Commissioner Barker feels there needs to be
some sound consideration/analysis.

Commissioner Barker inquired why the swimming pool was in two phases with the children
play areas coming second. Commissioner McGuirk (a member of the swimming pool task
force) stated that the allotted money would cover just the pool and infrastructure
construction; the other projects had to be phased in.

Commissioner Hovingh noted the reserve for a new City Hall and Community Center and
inquired when these projects would be expected to be constructed. Mr. Bocian thought not
within the next five years.

Commissioner Hovingh also inquired if the Main Street vignettes have been completed. Mr.
Iserson stated the artist has been ill and has not been able to start on the vignettes.
Commissioner Hovingh suggested to remove this project from funding until the tiles are
completed.

Regarding the sewer pump station building and generator in which an easement from the City
of San Francisco is needed for construction, Commissioner Hovingh asked what would
happen if San Francisco does not grant an easement. Mr. Higdon stated the property would
have to be condemned for public use.

Vineyard/Arroyo Del Valle sewer expansion -- Commissioner Hovingh inquired if the new
General Plan indicates very little development in the Vineyard corridor, would that make a
difference to this project. Mr. Higdon advised it was a phased project, and the City would
probably only do the part that serves the existing community.

Citing Other Unfunded projects -- Soundwall Installation, Del Valle from Division to
Harvard Circle, Commissioner Hovingh inquired if that should really have said to Hopyard.
Mr. Higdon agreed that it should be Hopyard.

Citing High Priority Unfunded projects, Street Widening Projects with Full Developer
Funding, Commissioner Hovingh questioned why these projects are not being started and
constructed. Mr. Bocian advised that the City policy is not to proceed with a project until all
the money has been received from the developers.

Commissioner Barker inquired of the status of finding a location for Fire Station No.4. Mr.
Bocian stated the location has been identified as being on the west side of the arroyo, but no

Planning Commission Minutes

Page 11

May 24, 1995
