<br />Fred Divine, Architect, 1930 Fourth Street, San Rafael, represented the Chevys application. <br />He presented a color elevation rendering to the Commissioners. He stated the staff report <br />was very thorough. Chevys is trying to increase seating and parking -- the initial <br />development approval did not include the patio seating in the parking calculation. <br /> <br />Mr. Divine stated a curb already exists on the far side of the parking lot, and they have <br />added an additional light pole in that area. Staff's request for better gates on the trash <br />enclosure is acceptable. <br /> <br />Regarding the building stripes, eliminating the stripes on the back is acceptable to the <br />applicants, however, they feel the stripes should end at the trash enclosure. <br /> <br />The third sign is an issue for Chevys. They wanted the third sign when they opened in <br />1991. The current Hacienda guidelines specifically allow for a freeway-facing sign and up to <br />three signs. They understood they were applying for what was already allowed. Mr. Divine <br />commented that the size of the letters are 4 and 2 feet, averaging three feet. It is a total of <br />only 30 square feet. This is the only area of disagreement in the staff report. <br /> <br />~ <br /> <br />Chris Williams, State Farm Insurance, 5865 Owens Drive. As a business adjacent to <br />Chevys, they have concerns with the parking situation. State Farm had a large problem with <br />Chevys' patrons parking in their lot, which is somewhat alleviated because they put in tow- <br />away zones. Even though Chevys' peak hours are during State Farm's closed hours, State <br />Farm is concerned about the parking on their private property. <br /> <br />Mr. Williams also spoke to the traffic circulation in and out of the parking lot. He believes <br />this is a hazardous situation without any type of traffic control. Chairman Wright inquired <br />who owns the access road. Mr. Williams did not know. <br /> <br />Mr. Divine stated Mr. Williams of State Farm has addressed one of the reasons for the <br />increased parking. It is true that although the only time the problem exists is when State <br />Farm is closed, Chevys' patrons should not be over there. Regarding the access road, State <br />Farm has an easement, but it is on the Chevys' parcel. It is an existing condition. Nothing <br />in this application will change this driveway/access road. <br /> <br />There was discussion of the double use driveway and access road. Mr. Higdon noted he will <br />look into the median visibility/landscape issue. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Hovingh approves of the staff report findings as well as the addition to <br />Condition 6 as noted by Mr. Iserson. <br /> <br />Planning Commission Minutes <br /> <br />Page 4 <br /> <br />April 26, 1995 <br />
