In response to Chairman Wright, Mr. Chan clarified that the parking lot lights have been
turned off because of the excavation. Chairman Wright remembered the original agreement
was to relocate his front door to the north side of the building. Mr. Chan concurred.

Commissioner Barker inquired if the Office Max representatives had contacted Mr. Chan
about moving the front door. Mr. Chan advised he had been given front door relocation
plans on the previous Saturday, which he feels does not give him enough time to review the
plans. Mr. Chan advised he has sent letters stating his concerns about the project and made
suggestions for signed pathways to his entrance.

Staff stated that Office Max has been given a grading permit, not a building permit. Before
a building permit is issued, the relocation of the Lai Lai Restaurant entrance door will be
settled. Staff has had a relocated front door plan since Monday, March 20. Staff noted that
they had not been advised of the lighting problem until Mr. Chan's statements. Staff will
address the lack of lighting with the Best Shopping Center owner.

Chairman Wright proposed that the same relaxed signage rules used for the Hopyard area
during the freeway construction be applied to the Lai Lai Restaurant. Staff believes there
may be some leeway in the existing Code to allow for temporary signage.

Commissioner Barker is concerned about the impact to Mr. Chan because a grading permit,
as opposed to a building permit, was issued. She proposed no permits be issued in the future
until all parties are notified. She feels Office Max should maintain detour pathways to the
restaurant entrance.

4.
