<br />Kay Ayala, 4515 Gatetree Circle, is a member of the General Plan Review Committee and as <br />such has walked the downtown and identified areas for downtown parks. She described a <br />visionary plan of turning property into park use, i.e., converting the Amador Savings <br />property into a park, converting a small house into a coffee/sandwich shop, and turning the <br />fire house into a community building. The speaker asked the Commission to give some <br />consideration to this idea. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Hovingh feels the proposed use is similar to the permitted picture framing <br />shop. <br /> <br />Chairman Wright discussed how he came to the decision it was a permitted use. <br /> <br />Commissioners Lutz and Barker feel it is a permitted use. <br /> <br />A motion was made by Commissioner Baker, seconded by Commissioner Lutz, rmding <br />the proposed business is similar to permitted uses in the Central Commercial zoning <br />district. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Hovingh, Lutz, McGuirk, Barker and Chairman Wright <br />None <br />None <br />None <br /> <br />Resolution No. PC-95-18 was entered rmding the proposed business use is a permitted <br />use in the Central Commercial zoning district. <br /> <br />Commissioner Hovingh stated that he appreciates Ms. Ayala's visionary views, but <br />unfortunately the City is constrained by economics and does not know where the financing <br />would come from to construct this large park. <br /> <br />Commissioners Barker and Hovingh noted that the applicant's business would be a good <br />business to have downtown and favor approval of this application. <br /> <br />After initial concerns regarding the building articulation, Chairman Wright advised that he <br />feels the architecture and selected colors of the building are pleasing. <br /> <br />Commissioner Lutz commented that he is pleased to see that the building will be retained. <br /> <br />Commi"Sioner Hovingh motioned, seconded by Commissioner McGuirk, approving Case <br />Z-9S-26, subject to the conditious listed in Exhibit "B". <br /> <br />Planning Commission Minutes <br /> <br />Page 6 <br /> <br />March g, 1995 <br />
