Citv of PI""~"nton
To consider modifications to Chapter 17.16 of the Pleasanton Municipal Code, Tree
Preservation Ordinance, to address proning of heritage trees and related issues
pertaining to tree preservation.

Mr. Higdon presented the staff report on the ordinance covering tree pruning. Staff has met
with arborists and PG&E to develop appropriate language. He also advised PG&E has
instituted a training program for their employees on tree pruning procedures.

Mr. Higdon advised that tree pruning does not require a permit, however, the individual
must prune within the ordinance guidelines or face a fine. The guidelines to remove a
Heritage tree remain as in the past. New residential developments must put fences around
tree drip lines and must not allow utilities to cut into the roots of trees.

An important change in the Code involves the establishment of a tree's value. Appraisals
will be done at the start of a new project. Generally, Heritage trees are valued at $5,000,
however, the appraisals will give a higher dollar value to larger, healthy Heritage trees.

Planning Commission Minutes

Page 3

February 22, 1995
