<br />In response to Chairman Wright, Mr. Swift noted that the parking analysis was done using <br />the worst case scenario of every store being a restaurant. There is some overlap on <br />Saturday, but staff does not feel this will be a problem. <br /> <br />PUBLIC HEARING WAS OPF..NED <br /> <br />Mark Withrow, P.O. Box 5261, Pleasanton, advised of a few issues of concern in the staff <br />report. Mr. Withrow noted that they will shortly be applying for signage (Condition 8). <br />Chairman Wright stated the sign application is a separate issue from the use permit. <br /> <br />Regarding Condition 11, Mr. Withrow requested some guidance of what was considered <br />detailed information to be provided to the Planning Director. Mr. Swift advised that they <br />want to be assured that what the grand opening celebrations entail will actually fit in the <br />shopping center. <br /> <br />Another concern is the requirement in Condition 10 to install a bicycle rack. The applicant <br />is reluctant to do this because he does not believe Main Street is a safe place for children to <br />ride bicycles. Usually the students are dropped off and picked up later. Chairman Wright <br />stated the condition would serve an expanding age group such as young high school students <br />who are able to ride their bikes to class. Mr. Withrow requested some clarification of the <br />size and location of the bike rack. Staff feels a small rack is adequate and staff has several <br />catalogs with appropriate small bike racks for purchase. Otherwise, bikes tend to get thrown <br />down on the sidewalk and the other business owners object. This site is accessible from all <br />of Pleasanton by the bike trails. <br /> <br />The applicant also noted that the Grand Opening is scheduled for March 4th, and his students <br />would like to start practicing. Staff advised the use permit takes effect 15 days from <br />approval. <br /> <br />Commissioner Dove inquired if the students will have access to the studio from the back <br />parking lot. Mr. Withrow stated he has advised his students to park in the back and would <br />prefer to have the students walk around to the front door. <br /> <br />Richard Silva, 14996 Endicott Street, San Leandro, is a senior student of the applicant and <br />has been with him for about three years. He addressed the issue of loitering and it is kept in <br />check. The students are very serious about their training and Mr. Silva supports the <br />application. <br /> <br />Phillip Trapani, 648 Division Street, has been a student for a year and is anxious to have the <br />new studio opened. He wants to train and will promise to keep the area clean. <br /> <br />Stephanie Hunt, 322 Almond Ct., San Ramon, is a student of the applicant and supports this <br />application so she can train in the studio.
