<br />previous agreements made by Ms. Phillips are void, and she is able to seek the maximum <br />number of twelve. In all, Commissioner McGuirk supports this application. <br /> <br />Commissioner Barker would like to see the age restriction in Condition 19 changed to infants <br />through age four to provide Ms. Phillips more stability and the ability to care for siblings. <br />She also feels the whole State system is different today than 18 years ago. Commissioner <br />Barker does not foresee Ms. Phillips exceeding her limit of children with the consequence of <br />losing her daycare license. The greenbelt area seems to be sufficient to mitigate any noise <br />problems, and she supports this application. <br /> <br />In response to Chairman Wright, Commissioner Barker advised that State officials do drop-in <br />inspections to verify the number of children in the daycare, etc. The Resources for Family <br />Development also does inspections for their referral system. <br /> <br />Chairman Wright commented that any past agreements were negated when the appeal action <br />was brought forward. He also noted that the neighbors have recourse through the twenty <br />conditions of approval. Mark Withrow <br />Application for a conditional use pennit to operate a martial arts studio in an existing <br />commercial building located at 915 "C" Main Street. Zoning for the property is C-C <br />(Central Commercial) District. <br /> <br />Mr. Swift presented the staff report regarding the conditional use permit to operate a martial <br />arts studio at 915-C Main Street. Staff has analyzed the parking situation, and feels the <br />studio can satisfactory operate in this area with the existing uses and any future uses.
