<br />Mr. Wright advised the speaker no decision had been made regarding the right-of-way of the <br />intersection. At the January 11th meeting, other neighbors concurred they would like to <br />have this density and type of project versus having a multi-unit project. There are three <br />floor plans, two elevations each. Regarding the trees, Chairman Wright advised that the <br />trees slated to be removed are in poor condition. The tree across from the speaker's <br />property will be saved because the house plan had been relocated. The streets meet the City <br />standards for residential neighborhoods so they are designed to take additional parking. The <br />RV parking cannot be conditioned because it is a public street. <br /> <br />In response to Commissioner Hovingh, Mr. Swift noted that Ruby Hill addressed the parking <br />of RVs, however, they are private streets. Mr. Beougher advised that an homeowners <br />association cannot make conditions about parking RVs on the street because the state <br />preempts the City from regulating certain parking aspects. <br /> <br />Erin Iversen, 4239 Pleasanton Avenue, advised that the tree on her comer is slated to be <br />removed and she does not want the tree to be removed. <br /> <br />Mr. Bates returned to address some of the public concerns. They typically do not work on <br />Saturdays; they use the Saturday hours to simply do catch-up work and to keep them on their <br />timeline. Having the flexibility of working on Saturdays may get them out of the <br />neighborhood sooner. Regarding the type of fencing for the comer yards, they are typically <br />the same type of material as the house siding. In this case, they would be stucco fences, <br />with the internal yard fences being wood. They also would like to see some limits on the <br />parking of RVs and boats. Regarding keeping the tree on the comer, they would like to <br />keep the tree. However, it may be damaged or it may restrict the visibility along the street. <br />If the tree must be removed, the developers will plant box-sized trees along Ms. Iversen's <br />property. <br /> <br />Commissioner Barker requested that the horticulturist notify the neighbors of the field <br />inspection so they may participate. <br /> <br />Mr. Elsnab requested that the proposed 15 gallon street trees be changed to 24-inch box trees <br />installed to provide a more mature look to the street. <br /> <br />PUBLIC HEARING CLOSED <br /> <br />Commissioner McGuirk inquired of staff if a geotechnical consultant can be required as <br />needed (Condition 32). Mr. Higdon stated this site requires a lot of deep excavation and <br />during that operation they need a geotechnical consultant on site. <br /> <br />Chairman Wright clarified that Condition 20 restrictions could result in the project being held <br />up, or, if the building permits were issued, the houses could not be occupied until the EVA <br />approvals were granted and the EVA was constructed. <br /> <br />Planning Commission Minutes <br /> <br />Page 6 <br /> <br />January 25, 1995 <br />
