<br />Condition 40: Request construction hours be modified to 7 a.m. to 5 p.m. to accommodate <br />the trade's normal working hours. <br /> <br />Condition 88: Regarding whether the extension of Pleasanton Avenue should align with the <br />existing Pleasanton Avenue, Mr. Bates suggested that the two streets align along the center <br />line of the streets, therefore, mitigating problems of changing lot lines. <br /> <br />Condition 98: The applicant's engineers have worked with PG&E on undergrounding the <br />two existing power lines through the project because PG&E wants the lines to stay. Mr. <br />Bates indicated to the Commission on the site plan where the lines would tentatively lie. <br />Additional undergrounding through the Arroyo would put a significant financial burden on <br />the project as well as would require Fish and Game and Corps of Engineers approval. The <br />applicant requested approval to underground the lines to the Arroyo where they would come <br />up risers and cross the Arroyo. <br />In response to Chairman Wright, Mr. Bates advised that the lines in question do not service <br />this project. <br /> <br />In response to Commissioner Barker, Mr. Bates advised that the request to make the park <br />bigger has not been considered because of the tight economics of this project. <br /> <br />Dan Hansford, 648 St. John Street, requested that the construction hours be from 8 a.m. to 5 <br />p.m. Monday through Friday. Mr. Hansford questioned Condition 91 and the repaving of <br />St. John St. to the centerline of the street. Mr. Higdon advised that St. John is slated to be <br />reconstructed in 1999. Ideally, both projects could be timed together. If this project is <br />constructed in the next two years, it would be up to the City Council to approve moving the <br />City street project up. If the projects do not coincide, the developers would have to put in <br />new curbs and gutters and repave the street to the center of St. John the length of the <br />frontage. <br /> <br />In response to Commissioner Wright, Mr. Hansford stated he would agree to the 7 a.m. start <br />Monday through Friday if there would be no Saturday work. Mr. Beougher advised that the <br />City Noise Abatement allows Saturday work between 10 a.m. to 5 p.m, unless conditioned <br />otherwise. <br /> <br />Thomas Elsnab, 692 St. John Street, expressed his concern about the traffic flow on St. John <br />and Pleasanton Avenue, who had the right of way, and who would have a stop. Mr. Elsnab <br />feels the project density is too high, would like to see single story homes in the project. He <br />would like to preserve the Modesto Ash tree that is slated to be removed. Regarding the <br />Diodore Cedar, the height of the house causes the tree to be cut at about 35 feet. He is <br />fearful of losing the tree due to it having to be topped. Mr. Elsnab also wants the landscape <br />strips throughout the project. Furthermore, he is concerned about the residential parking <br />situation, RV parking, and who would be monitoring the situation.
