<br />, <br /> <br />Commissioner Hovingh noted that as the air quality rate falls, there are restrictions placed on <br />gas-powered lawn mowers, etc. He inquired if there could be restrictions placed on drive- <br />through facilities. Mr. Swift believes a condition could be so structured as to close drive- <br />through windows during periods of bad air quality levels. <br /> <br />Mr. McMillin also noted some people do need the drive-through facility such as handicapped <br />persons and mothers with small children. <br /> <br />A motion was made by Commissioner Lutz, seconded by Commissioner Hovingh, that <br />the Planning Commission will review applications for drive-through facilities which are <br />submitted prior to consideration of the General Plan update based on criteria used for <br />recent approvals (site design, traffic/circulation, architecture) and not on air quality. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Hovingh, Lutz, McGuirk, Barker, and Chairman Wright <br />None <br />None <br />None <br /> <br />Resolution No. PC-9S-02 was entered finding that the Planning Commission will review <br />applications for drive-through facilities based on criteria used for recent approvals, not <br />on air quality, as motioned. <br /> <br />~ Human Services Commission representative appointment <br />Chairman Wright presented the various opinions regarding the length of the Human Services <br />Commission appointment. A one year appointment would enable a representative to be more <br />actively involved in case review and budget decisions. However, with one year <br />appointments, the new Commissioners would not all get the valuable experience of sitting on <br />the Human Services Commission. A six month appointment offers more Commissioners the <br />opportunity to sit on the Human Services Commission, however, one Commissioner may <br />hear all of the cases, and the next representative will have to make budget decisions without <br />benefit of hearing the cases. <br /> <br />Commission McGuirk observed from his experience of being the Commission representative <br />that the Human Services Commission's work is cyclical. He believes their purpose for being <br />on the Commission is to provide insight and continuity to the Human Services' activities. <br />Commissioner McGuirk recommends a one year appointment. <br /> <br />Commissioner Hovingh stated the six month appointment would make it easier on members <br />with children with sports activities. <br /> <br />Commissioner Dove suggested that a policy be established that the appointment starts in <br />January to coincide with the beginning of the Commission's cycle. <br /> <br />Planning Commission Minutes <br /> <br />Page 15 <br /> <br />January 11, 1995 <br />
