<br />Kentwood a driver needs to be half-way out in the intersection to see oncoming traffic. It is <br />a difficult intersection to negotiate. <br /> <br />Commissioner Hovingh advised that at Muirwood Drive and West Las Positas the chain link <br />fence has been broken which would allow taggers access to the soundwalls facing 1-680. <br /> <br />Commissioner Dove advised that at noontime the area of Stanley and Santa Rita becomes a <br />real litter problem caused by the noon activities of the Amador High School students. He <br />inquired if there is anything that can be done to enforce the litter laws. Mr. Swift advised <br />the litter control can be addressed. <br /> <br />8.. Actions of the Zoninl! Administrator <br /> <br />Chairman Wright inquired about a item regarding satellite dishes. Mr. Swift advised that the <br />Homeowners Association has a regulation which precludes satellite dishes because by federal <br />law certain satellite dishes must be allowed. The HOA may try to regulate satellite dishes, <br />however, the City cannot regulate them. <br /> <br />8d. Discussion of City Dolicy rel!ardinl! drive-throul!h establishments <br /> <br />Mr. Swift presented the staff report regarding direction of how the Planning Commission and <br />City Council may proceed with applications for drive-through establishments. <br /> <br />Staff recommends that the City should continue treating applications submitted for drive- <br />through establishments on a case-by-case basis. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Bill McMillin, 2626 Hanover Street, Palo Alto, represented a prospective property purchaser <br />who desires to construct a facility with a drive-through.
