<br />Resolution No. PC-2004-59 <br />Page Two <br /> <br />2. The proposed development plan is consistent with the City's General Plan <br />and the North Sycamore Specific Plan. <br /> <br />The North Sycamore Specific Plan was developed to implement the City's <br />General Plan for the North Sycamore Area. The Sycamore Specific Plan has been <br />found to be consistent with the General Plan policies including development <br />outside 100-year flood zone areas, development on stable soils, and densities <br />consistent with surrounding properties. The development plan and standards help <br />to ensure compatibility between land uses within the planning area and seeks to <br />minimize impact on natural resources such as trees. Therefore, this finding can be <br />made. <br /> <br />3. The proposed development plan is compatible with previously developed <br />properties in the vicinity and the natural, topographic features of the site. <br /> <br />The proposed project is incorporated with numerous provisions to integrate the <br />design of the buildings with the nearby single-family homes and surrounding area. <br />The subject property is relatively flat. Minimal grading would be required to <br />accommodate the proposed project. Therefore, this finding can be made. <br /> <br />4. Grading in conjunction with the proposed development plan takes into <br />account enviromnental characteristics and is designed in keeping with the <br />best engineering practices to avoid erosion, slides, or flooding to have as <br />minimal an effect upon the enviromnent as possible. <br /> <br />As previously stated, the relative flat project site would require minimal grading. <br />Construction would be required to conform to the requirements of the Uniform <br />Building Code, implemented by the City at the building permit review. The <br />subject property is not located in an Alquist-Priolo Special Study zone. All <br />construction activities are limited to the hours of8:00 a.m. to 5:00 p.m., Monday <br />through Friday. All construction equipment must meet Department of Motor <br />Vehicles (DMV) noise standards and shall be equipped with muffling devices. <br />Therefore, this finding can be made. <br /> <br />5. Adequate public safety measures have been incorporated into the design of <br />the proposed development plan. <br /> <br />All construction would be designed to meet the requirements of the Uniform <br />Building Code, other applicable City codes, and State of California-mandated <br />noise, energy, and accessibility requirements. The project site adjoins an existing <br />public street with adequate emergency vehicle access. Therefore, this finding can <br />be made. <br /> <br />"' . <br />
