<br />Resolution No. PC-2004-34 <br />Page Two <br /> <br />the availability of ample curbside parking spaces after 5 :00 p.m. has acted as a "safety <br />valve" when needed on an occasional basis. <br /> <br />To ensure that parking would be sufficient during the invitational events, a condition of <br />approval would require that the applicants obtain permission from adjacent property <br />owners to use their parking lots when invitational events are held. Conditions of <br />approval also require that no invitational events shall be held on site until a sufficient <br />number of additional off-site parking spaces are guaranteed and until the Planning <br />Director and City Attorney approve the executed parking agreement(s). Furthermore, the <br />applicants will be required to mitigate any nuisances that may occur as a result of the <br />proposed indoor gymnastics and cheerleading training facility. Therefore, the parking <br />demand generated from the proposed use should not adversely impact surrounding <br />properties, and this finding can be made. <br /> <br />2. The proposed location of the conditional use and the conditions under which it <br />would be operated or maintained will not be detrimental to the public health, <br />safety, or welfare, or materially injurious to the properties or improvements in the <br />vicinity. <br /> <br />The proposed indoor gymnastics and cheerleading training facility is the sole tenant of <br />the building. The site has two driveways providing easy access and on-site circulation. <br />In addition, the existing driveway aisle between the parking spaces is 30 feet in width to <br />ensure unobstructed two-way traffic. The subject site would provide a total of 48 parking <br />spaces, which, based on staffs observation and parking analysis provided by the <br />applicants, could sufficiently support the proposed facility. <br /> <br />As stated in the written narratives, the busiest time for the proposed facility is after <br />6:00 p.m. At that time the majority of the businesses in the business park and in the <br />surrounding area are closed. Thus, the proposed facility would not significantly impact <br />the surrounding businesses. <br /> <br />The subject building is located in the middle of the business park. It is approximately <br />286 feet from the nearest residential property on Kolin Drive and is separated from the <br />residential property by other industrial buildings and a sound wall. In addition, the main <br />entrance to the facility is located in the rear of the building, away from the residential <br />area. With the two driveways and wide driveway aisles, the site's adequate and safe <br />ingress and egress, the availability of sufficient parking, the restriction of all activities to <br />the building's interior, and the required off-site parking on other private properties would <br />make the proposed use suitable for the subject site. Conditions have been included that <br />require the applicants to secure additional parking for invitational events and that require <br />the applicant to obtain prior approval for any modifications to the current operation <br />schedule. Therefore, this finding can be made. <br />
