PC-2004-34 <br /> <br />RESOLUTION APPROVING THE APPLICA nON OF U.S. GYMSPORTS FOR <br />CONDITIONAL USE PERMIT, AS FILED UNDER CASE PCUP-I08 <br /> <br />WHEREAS, U.S. Gymsports has applied for conditional use permit to operate an indoor gymnastics <br />and cheerleading training facility within an existing industrial building located at <br />1056 Serpentine Lane; and <br /> <br />WHEREAS, zoning for the property is PUD-I (Planned Unit Development - Industrial) District; and <br /> <br />WHEREAS, at its duly noticed public hearing of May 26, 2004, the Planning Commission considered <br />all public testimony, relevant exhibits, and recommendations ofthe City staff concerning <br />this application; and <br /> <br />WHEREAS, projects of this nature are categorically exempt from the requirements of the California <br />Environmental Quality Act (CEQA); and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />I. The proposed location of the conditional use is in accordance with the objectives <br />of the zoning ordinance and the purpose of the district in which the site is located. <br /> <br />The objectives of the zoning ordinance include fostering a harmonious, convenient, <br />workable relationship among land uses, protecting existing land use from inharmonious <br />influences and harmful intrusions, and insuring that public and private lands ultimately <br />are used for the purposes which are most appropriate and beneficial to the City as a <br />whole. <br /> <br />The proposed facility is an indoor recreational facility specializing in gymnastics and <br />cheerleading training for youth in the Tri- Valley and San Ramon Valley areas who are <br />interested in gymnastics and who are involved in competitive gymnastics and squad <br />cheerleading. All activities associated with the use would be confined inside the <br />building. In the past, the City has approved similar uses in the same building, on the <br />adjacent Boulder Court, and in other places throughout the City without any land use <br />conflict with other businesses in the surrounding areas. The proposed indoor gymnastics <br />and cheerleading training facility would be consistent with the above-cited objectives. <br /> <br />The subject site is zoned PUD-I (Planned Unit Development -Industrial) District, where <br />there is a mix oflight industrial/office/warehouse uses. The operation of the proposed <br />indoor gymnastics and cheerleading training facility would not interfere with surrounding <br />businesses' ability to operate. The main issue associated with the proposed use is <br />whether adequate on-site parking is provided to support the use. Based on the parking <br />analysis and staggered classes/training schedules, and given that team athletes carpool to <br />practice, the on-site parking should be able to support the parking demand.
