Resolution No. PC-2004-67 was entered and adopted as motioned. <br />b. PSDR-218. Just Tires <br />Application for sign design review approval to apply removable vinyl letters to <br />the front windows for "Just Tires" located at 2 California Avenue. Zoning for the <br />property is PUD-C (Planned Unit Development -Commercial) District. <br />Ms. Kline summarized the staff report and detailed the history of this application. Staff <br />recommended approval of this item with the same requirement that it not exceed <br />120 days. <br />Commissioner Fox noted that the revised sign now contained more letters than the sign <br />that was originally approved. She believed the sign represented in Exhibit A far <br />exceeded 25 percent of the window coverage and estimated it to be 40 percent. She <br />believed that two of the three messages would already comprise 25 percent coverage. <br />Commissioner Fox referred to the e-mail ieceived from the operator of CS German Auto <br />regarding other businesses in Stanley Business Park being allowed to use vinyl lettering <br />and added that the business owner was denied the ability to post such lettering. In <br />response to an inquiry by Commissioner Fox requesting a sample of the denied signage, <br />Ms. Kline advised that she could not recall them submitting a formal design review <br />_ application. She added that they may have approached the public counter with a proposal <br />but did not submit any application. <br />In response to an inquiry by Commissioner Fox regarding the signage allowed for <br />McDonald's, Chairperson Roberts confirmed that no vinyl signage was allowed on the <br />play center. <br />THE PUBLIC HEARING WAS OPENED. <br />Bob Kocik, Worldwide Signs, representing the applicant, noted that the 120-day limit <br />was an issue because the vinyl signage is not a promotion but represented "Just Tires"' <br />core competency. He noted that the lettering was not meant to be temporary, although <br />the lettering may be changed. <br />Jim Steinle, "Just Tires," applicant, noted that the lettering was meant to communicate <br />the company's other services, such as brake service, to potential customers as they drove <br />by. He agreed that the "four tires for $60" sign was not the best choice for signage. He <br />noted that without the signage, the business would struggle. He added that the Big O <br />store has much more signage than his store did. <br />Mr. Kocik noted that the email accompanying the packet from CS German Auto did not <br />express an objection to the vinyl lettering, but asked that every business in the Stanley <br />Business Park be able to do the same.
