Commissioner Blank inquired about Condition 22 and asked why the developer would <br />not be required to replace any damaged trees rather than pay the City for their value. <br />Ms. Kline advised that the City could require the developer to plant mitigation trees by <br />amending the condition of approval. <br />In response to an inquiry by Commissioner Blank regarding green building points, <br />Ms. Kline confirmed that the 50 green building points was not a specific ordinance <br />requirement, but because these were submitted with the PUD exhibits, it now becomes a <br />binding part of the approved exhibit. <br />In response to an inquiry by Commissioner Blank regarding Condition 29 and dust <br />created by construction in the dry weather, Ms. Kline replied that minimizing dust as a <br />result of grading activities is always a concern and that staff would probably amend the <br />developer's existing grading permit for the Vineyard View subdivision to include this <br />site. The development portion that would be done would be the grading for the berm as <br />well as the pad area for the house. Staff included requirements to reduce the dust, which <br />is typically included for projects. <br />THE PUBLIC HEARING WAS OPENED. <br />R.J. Wilson, construction manager, Delco Builders, representing the applicant, <br />_ commended the City's field inspection staff for their continual watchfulness during <br />construction times to ensure that there was not any dust or mud. <br />In response to an inquiry by Chairperson Roberts whether Leona Place was under <br />construction, Mr. Wilson replied that, as far as he knew, it was not. Discussion ensured <br />and Mr. Wilson clarified that he meant the construction of Yolanda Court in the easterly <br />McCurdy subdivision was not under construction. <br />In response to an inquiry by Commissioner Fox regarding the kind of tree used when <br />screening is needed in a short amount of time, Mr. Wilson replied that although he was <br />not a landscape expert, he understood that better growth of a tree resulted when it was <br />planted smaller and younger. Trees that are grown in a pot for a considerable amount of <br />time don't grow as well as the smaller trees that are planted. If the two are planted <br />together, the smaller tree will catch up to the lazger one in a short period of time. <br />Chairperson Roberts advised that the larger trees were often root-bound. <br />THE PUBLIC HEARING WAS CLOSED. <br />Chairperson Roberts advised that there was an error in the last sentence of pazagraph 3 on <br />page 5 (Building Architecture), which reads: "Those neighborhood are Pleasanton <br />Meadows and Vintage Hills II."
