Staff will not ask the developer to place that line <br />underground and had informed the developer that it was not staff s intent to have him <br />underground the line. The intention of Condition 36 is that the actual electrical service <br />line to the residence be placed underground; the developer agreed to that clarification. <br />In response to an inquiry by Commissioner Fox regarding five large trees that had been <br />added, Ms. Kline confirmed that the illustration of the trees was representative of their <br />size in 7-10 years. <br />In response to an inquiry by Commissioner Fox whether the landscaping adequately <br />screened the house and whether the landscaping plan was a good one, Ms. Kline <br />confirmed that was the case and added that she worked closely with the developer on the <br />site across the street. She believed the landscaping plan was of a high quality and that the <br />use of native plants had been stressed. <br />Chairperson Roberts expressed concern about the entry road at Leona Place, and she <br />believed that its placement at the top of the hill was dangerous. She noted that she drives <br />that road frequently and added that as a driver comes up the hill, the top is not visible. If <br />the sun is low, a driver cannot see anything at all. She was very concerned about the <br />ingress and the egress and the lack of visibility of cars coming up the hill. <br />Mr. Grubstick replied that staff had examined the sight distances for this location and that <br />_ staff had the same concerns about the sight distance going up the hill, specifically from <br />Pietronave Lane. Staff evaluated that situation and determined that there was sufficient <br />site distance from Pietronave Lane. He believed that the sight distance, looking down the <br />hill from Leona Place was also reviewed and added that he would check into that <br />situation. <br />Chairperson Roberts expressed concern about possible blockage of traffic by the berm <br />and suggested that it may need to be tapered considerably at that point. <br />Mr. Grubstick noted that the pavement elevation on Vineyard Avenue is quite low at this <br />time and that it would be raised approximately six inches. That would raise the visibility <br />of the vehicles somewhat, and he added that staff would re-examine the sight distances at <br />that location. <br />Commissioner Blank shared Commissioner Fox's concern about the landscaping and <br />trees at this gateway location. <br />In response to an inquiry by Commissioner Fox whether East Bay Regional Pazk District <br />had been notified, Ms. Kline confirmed that the District was notified and plans had been <br />sent. Planner Jenny Soo had conducted conversations with Linda Chavez of EBRPD, who <br />had communicated her approval of the PUD proposal. <br />Chairperson Roberts noted that Ms. Chavez had attended the original meetings and <br />- requested that the homes be single-story houses overlooking the East Bay Regional Park. <br />PLANNING COMMISSION MINUTES, December 8, 2004 Page 4 of 19 <br />
