Discussion Regardin¢ the General Plan Update Public Services Background and <br />Alternatives Report. <br />Discussion topics include the City Librazy, youth facilities and services, civic arts, human <br />services, parks and recreation, and economic vitality. <br />Mr. Rasmussen summazized the staff report and detailed the community meetings that had been <br />held. The staff report included all of the background material received by the various City <br />Commissions/Committees and their recommendations. He noted that the Commissioners would <br />be able to ask questions, provide opinions regarding the other Commissions' recommendations, <br />and add to those recommendations if they so desired. He added that several workshops were <br />planned for the Planning Commission and the City Council. He noted that after staff receives the <br />changes to the report from the Planning Commission and City Council, the General Plan will be <br />rewritten to follow the recommendations, and the EIR will be prepared in anticipation of the <br />public hearing process. <br />In response to an inquiry by Commissioner Fox whether the School Board would be part of this <br />process, Mr. Rasmussen confirmed that it would be part of the third component of the process. <br />Input would be received from the School Board, Zone 7, and other agencies. Commissioner Fox <br />requested that a copy of the report be sent to the School Board; Mr. Rasmussen replied that it <br />would be sent. <br />THE PUBLIC HEARING WAS OPENED. <br />Kevin Close, 871 Sycamore Road, expressed concern about the parks element, land use, and the <br />South Pleasanton neighborhood park. He agreed with some of the policies addressing the <br />neighborhood pazk and concurred with the Pazks and Recreation Commission's statement on <br />page 28, which did not support having a neighborhood pazk within the Happy Valley Specific <br />Plan area. He expressed concern about the effect of in-lieu pazk fees on park development when <br />a large development is proposed. He believed that parks should be included within the <br />development and not be bought off elsewhere in the City. <br />Vanessa Kawaihu, 871 Sycamore Road, noted that she contacted 18 families in the Happy Valley <br />area. The majority of those families were not supportive of a neighborhood park in that area for <br />the primary reason that it would hinder their ability to maintain a lifestyle that includes farm <br />animals. They were, however, sensitive to the need for a neighborhood park and suggested that <br />the City look to place it on land that is already incorporated. She noted that she will have a <br />petition with names and signatures in the near future. She noted that the golf course facilities <br />(page 28, Item 3) should be financially self-sustaining. She expressed concern with the wording <br />because many cities are developing two-story driving ranges to be self-sustaining, to which she <br />is opposed. <br />THE PUBLIC HEARING WAS CLOSED. <br />PLANNING COMMISSION MINUTES, November 10, 2004 Page 9 of 14 <br />
